Abstract

Rencana pembangunan ruas Jalan Tol Lingkar Luar ke 2 Jakarta (JORR II) dan Depok Antasari dimaksudkan untuk membantu mengatasi permasalahan lalu lintas di Kota Jakarta dan wilayah-wilayah di sekitarnya. Pembangunan ruas jalan tol tersebut di atas ditujukan pula untuk mengoptimalkan penggunaan jalan tol yang telah ada, serta mengurangi beban lalu lintas di jalan-jalan arteri, sehingga kelancaran arus lalu lintas di jalan arteri dalam kota bisa tercapai sesuai dengan yang tertera dalam Surat keputusan Menteri Pekerjaan Umum No.369/KPTS/ M/2005 tentang Rencana Umum Jaringan Jalan Nasional. Permasalahan dalam penelitian ini akan menyelesaikan beberapa hal, antara lain yaitu: Apa saja tahapan proses pelaksanaan kontruksi jalan tol Cibitung Cilincing. Bagaimana metode konstruksi yang dilakasanakan di konstruksi jalan tol Cibitung Cilincing. Apa saja risiko yang mengakibatkan keterlambatan proses konstruksi. Bagaimana hasil analisi risiko keterlambatan proses konstruksi jalan tol Cibitung Cilincing. Apa rekomendasi perbaikan dari hasil analisis penelitian ini. Hasil analisis dengan metode survey lapangan dan mengacu ke beberapa data sekunder yang relevan ini dapat memberikan masukan bagi pelaksanaan proyek yang dimulai dari percepat proses pemindahan utilitas yang perlu waktu lama, perhitungan desain harus benar, jumlah data pengujian awal dilapangan kurang sehingga desain tidak valid, pembebasan lahan yang lambat dan jalan akses yang lambat untuk pengiriman matrial, hingga pada pelaksanaan yang mengutamakan kualitas konstruksi, ketepatan waktu kerja maka variabel tersebut harus diselesaikan terlebih dahulu serta perihal kesehatan dan keselamatan pada lingkungan kerja (K3). Selain itu, hasil dari analisis tersebut dapat juga berdampak kepada masyarakat umum. / The planned construction of the Jakarta Outer Ring Road Toll Road (JORR II) and Depok Antasari is intended to help overcome traffic problems in the city of Jakarta and surrounding areas. The construction of the toll roads mentioned above is also intended to optimize the use of existing toll roads, and reduce the traffic burden on arterial roads, so that the smooth flow of traffic on arterial roads within the city can be achieved in accordance with what is stated in the Decree of the Minister of Works General No. 369/KPTS/M/2005 concerning the National Road Network General Plan. The problems in this study will solve several things, including: What are the stages of the Cibitung Cilincing toll road construction process. What is the construction method used in the Cibitung Cilincing toll road construction. What are the risks that cause delays in the construction process. What is the result of the risk analysis of the delay in the Cibitung Cilincing toll road construction process. What are the recommendations for improvement of the results of this research analysis. The results of the analysis by the field survey method and referring to some relevant secondary data can provide input for the implementation of the project which starts from accelerating the process of removing the utility that takes a long time, design calculations must be correct, the amount of initial test data in the field is lacking so the design is invalid, exemption slow land and slow access roads for material delivery, to implementation that prioritizes construction quality, timeliness of work, these variables must be resolved first and in regard to health and safety in the work environment (K3). In addition, the results of the analysis can also have an impact on the general public.
