Abstract

Indonesia menginginkan pemerintahan yang bersih dari korupsi, kolusi, dan nepotisme. Untuk mewujudkannya, Dewan Perwakilan Rakyat mengesahkan Undang-Undang Republik Indonesia Nomor 28 Tahun 1999. Namun, fenomena korupsi semakin merebak. Sebagai pilar keempat yang bertanggung jawab mengawasi pemerintahan Indonesia, Kelompok Tempo Media konsisten dan gencar membongkar, menelusuri, serta memberitakan kasus ‘rekening gendut’ Polri sejak 2005. Sejumlah perwira polisi memiliki kekayaan yang begitu besar yang tidak masuk akal berdasarkan gaji bulanan seorang polisi. Kasus ini kembali mencuat dan menimbulkan kontroversi antara pihak Polri dan Tempo pada Juni 2010. Dengan cover story yang kontroversial serta penempatan liputan investigasi ‘rekening gendut’ perwira polisi pada laporan utamanya, Tempo mengisyaratkan bahwa isu tersebut penting untuk diketahui khalayak. Penelitian ini bertujuan untuk mengetahui dan memahami bagaimana Tempo menonjolkan isu ‘rekening gendut’ perwira polisi dalam rangka pemberantasan korupsi dan mewujudkan good governance yang menjadi agenda utama Temponya. Analisis framing sebagai tools digunakan untuk mendapatkan datanya. Hasil penelitian menunjukkan bahwa pemilihan kata, kolom opini, kutipan narasumber, ilustrasi sampul, dan penempatan berita bertujuan untuk mengarahkan pembaca secara kritis terhadap isu ‘rekening gendut’ perwira polisi. / Indonesia needs a clean government which is free from corruption, collusion and nepotism. To attain it, Dewan Perwakilan Rakyat (House of Representatives) established Undang-Undang Republik Indonesia No. 28 in 1999. In spite of that, corruptions have been growing. As the fourth pillar that was responsible for overseeing Indonesian government, Tempo Media group have been consistently and aggressively dismantling, investigating, and reporting ‘fat accounts’ of some Indonesian police high-ranking officers since 2005. A number of police officers owned a huge amount of wealth which was unreasonable based on their monthly salary as policemen. This issue reappeared and sparked a controversy between the police and Tempo in June 2010. By publishing controversial cover stories and investigative reports on ‘fat accounts’ of police officers as the main reports, Tempo indicated that the issues were important to be known by the public. This study aimed for understanding how Tempo exposed the issues in order to help eradicating corruptions and brought about the good governance, which was one of the main agenda of Tempo. Framing analysis as tools were used in obtaining the data. The results showed that the choices of words, opinion columns, quoted sources, illustration of the covers, and the placement of stories were intended to direct critically their readers’ attention towards the issues.
