Abstract
Seiring bertambahnya pertumbuhan penduduk di ibukota dan semakin berkurangnya tanah yang tersedia sebagai tempat tinggal, membuat pemerintah menerbitkan peraturan-peraturan untuk mengakomodir kebutuhan masyarakat akan hunian dalam bentuk rumah susun. Untuk mengakomodir minat masyarakat yang tinggi atas rumah susun membuat pemerintah merelakan tanah-tanah negara untuk dibangun menjadi rumah susun dalam bentuk kerjasama yang dilakukan antara pengembang dengan pemilik tanah negara / With the increase of population in the capital city and the lack of land availability for residential, resulting the government to issue the regulations to accomodate the needs of citizen for residential in the form of an apartment. To accomodate the high interest of the citizen towards an apartment, as a result the government allows the State land to be build as an apartment in the form of a cooperation conducted between the developer and the owner of State land.
