Abstract

Impor limbah industri merupakan kegiatan yang dikategorikan sebagai kegiatan perdagangan yang legal di Indonesia. Namun, apabila limbah tersebut mengandung limbah plastik dan limbah bahan berbahaya dan beracun tentunya ini menjadi ancaman keamanan Indonesia. Jika permasalahan ini tidak diatasi dapat membuat ketegangan terhadap dua negara. Tujuan dari penulis dalam melakukan penelitian adalah dikarenakan penulis ingin mengetahui latar belakang Australia menjadikan Indonesia sebagai lokasi yang menarik untuk membuang limbah industri beracun. Serta perubahan ekonomi di Asia Pasifik mempengaruhi terintegrasinya ekonomi Australia terhadap Asia Timur yang secara tidak langsung mempengaruhi kedua negara untuk melakukan perdagangan internasional. Dalam kasus ini, penulis menggunakan teori neoliberalisme dikarenakan teori tersebut mengedepankan kerjasama untuk menyelesaikan permasalahan. Dengan meratifikasi Konvensi Basel, maka Indonesia memiliki hak untuk menolak limbah yang tidak memenuhi standar dari luar negri. Keterlibatan dari LSM di Indonesia memiliki pengaruh yang sangat signifikan dalam mendukung negeri ini terbebas dari aksi penyelundupan limbah beracun. Limbah industri beracun sebagai isu keamanan non tradisional sehingga memerlukan keterlibatan banyak aktor untuk dapat menyelesaikan permasalahan ini. Penulis menggunakan metode penelitian pendekatan kualitatif yang artinya dalam proses penelitian penulis menggunakan data-data yang sudah diteliti sebelumnya. Kesimpulan dari hasil penelitian yang telah dilakukan oleh penulis adalah keterlibatan civil society di Indonesia, organisasi internasional, dan kerjasama multilateral berkontribusi dalam mendukung hubungan kedua negara untuk melakukan kerjasama dalam menyelesaikan permasalahan ini./The import of industrial waste is an activity that be categorized as a legal trading activity in Indonesia. However, if the waste contains plastic and hazardous toxic waste, it certainly would be a threat to Indonesia's security. If this problem is not resolved, it can create tension between two countries. The purpose of the author in conducting this research is to know Australia's background in making Indonesia an attractive partner for disposing toxic industrial waste. In addition of that, economic changes in Asia Pacific affecting the integration of the Australian economy towards East Asia which indirectly affects the two countries to conduct international trade. In this case, the author uses the theory of neoliberalism because this theory puts forward cooperation to solve problems. By ratifying the Basel Convention, Indonesia has the right to reject waste that does not meet standards from abroad. The involvement of NGOs in Indonesia has a very significant influence in supporting this country to be free from the smuggling of toxic waste. Toxic industrial waste is a non-traditional security issue, so it requires the involvement of many actors to solve this problem. The author uses a qualitative approach research method, which means during the research process, the author uses data that has been previously researched. The conclusion of the research conducted by the author is the need of involvement of civil society in Indonesia, international organizations, and multilateral cooperation to contribute supporting the relationship between the two countries to collaborate in solving this problem.
