Abstract

Beasiswa sebagai kekuatan lunak telah digunakan sebagai instrumen politik di HI. Singapura dikenal dengan Beasiswa Singapura, Uni Eropa untuk Erasmus Mundus, dan Amerika untuk beberapa program di banyak negara, termasuk Vietnam, Pakistan, dan Indonesia. Penelitian ini bertujuan untuk menjelaskan cara kerja program beasiswa Amerika sebagai kekuatan lunak terhadap Indonesia. Riset ini juga menjelaskan kepentingan Amerika di Indonesia dan pentingnya kekuatan lunak. Penelitian ini menggunakan Konstruktivisme dan beberapa konsep, seperti kekuatan lunak dan kepentingan nasional. Ini adalah penelitian kualitatif, dilakukan dengan metode penelitian eksplanatori. Hasil penelitian menunjukkan bahwa program beasiswa Amerika di Indonesia sudah dimulai sejak tahun 1952 dan banyak sekali masyarakat Indonesia yang mendapatkan beasiswa tersebut setiap tahunnya. Pemerintah Amerika dan Indonesia juga mendirikan American Indonesian Exchange Foundation (AMINEF) pada tahun 1992 untuk mengatur program Fulbright dan program lain yang didanai oleh AS yang menunjukkan bahwa Amerika menganggap beasiswa penting bagi masyarakat Indonesia. Wawancara dengan alumni menjelaskan pentingnya peran institusi pendidikan untuk kekuatan lunak di mana penerima beasiswa mempelajari budaya Amerika di universitas dan berinteraksi dengan orang Amerika seperti melalui seminar, lokakarya, dan kerja sukarela di komunitas lokal. Selain itu, para penerima beasiswa juga melakukan interaksi di perguruan tinggi melalui pertukaran ide dengan dosen dan mahasiswa lainnya. Wawancara juga menunjukkan bahwa penerima beasiswa menyebarkan budaya dan nilai-nilai Amerikamelalui proyek-proyek atau pengajaran bahasa Inggris ketika mereka kembali ke Indonesia. Dengan demikian, kepentingan AS terpenuhi dengan menggunakan beasiswa tersebut./ Scholarship, as soft power, has been used as political instrument in IR. Singapore is known for its Singapore Scholarships, European Union for Erasmus Mundus, and the United States for several programs in numerous countries, including Vietnam, Pakistan, and Indonesia. This research aims to explain the ways of US scholarship programs work as soft power towards Indonesia. This research also explains the US interest in Indonesia and the importance of soft power. The research uses Constructivism and several concepts, such as soft power and national interest. This is a qualitative research, conducted with explanatory research method. The result shows that the presence of US scholarship programs in Indonesia have been started in 1952 and there are a large number of Indonesians get the scholarships every year. The US and Indonesia government also established American Indonesian Exchange Foundation (AMINEF) in 1992 to arrange the Fulbright programs and other programs funded bythe US which indicates that US considers scholarships are important for Indonesians. The interviews with alumni explains the importance role of educational institutions for soft power where the grantees learn US cultures in universities and interact with Americans such as through seminars, workshop, and volunteering in local communities. Furthermore, the grantees also make interactions in universities through an exchange of ideas with the lecturers and other students. The interviews also show that the grantees spread US cultures and values through projects or the teachingof English when they return back to Indonesia. Thus, the US interests are fulfilled by using these scholarships.
