Abstract

Seiring dengan laju perekonomian dan produksi dewasa ini, lingkungan dan ekosistem mengalami kemunduran terbesarnya, terutama dalam ekosistem lautnya. Laju pertumbuhan penggunaan plastik merupakan katalis utama dalam degradasi laut ataupun dalam implikasi lanjutannya dalam kesehatan manusia sehingga membahayakan keamanan manusia itu sendiri. Dengan Indonesia merupakan penyumbang terbesar sampah plastik laut di dunia di antara empat negara lain dalam lingkup regional ASEAN, peran serta ASEAN sebagai organisasi internasional di kawasan kemudian menjadi krusial dalam mewadahi kepentingan mengenai masalah sampah plastik laut. Menimbang hal tersebut, penelitian ini dikonduksikan untuk melihat kerja sama antara ASEAN dan mitra eksternalnya, Norwegia, dalam lingkup proyek ASEAN-Norwegian Cooperation Project on Local Capacity Building for Reducing Plastic Pollution in the ASEAN Region (ASEANO) sebagai salah satu bukti upaya dari ASEAN sebagai organisasi internasional di kawasan dalam merespons urgensi dari masalah SPL, khususnya di Indonesia. Hal tersebut akan dielaborasi lewat kacamata teori Neoliberalisme mulai dari latar belakang pembentukan ASEANO, ragam kerja sama yang ada di dalamnya, beserta faktor penghalang juga peluang kerja sama ke depannya. Adapun dalam hasilnya, ASEANO menggunakan pendekatan berbasis sains dengan metode pemilihan Sungai Citarum, Indonesia sebagai daerah tangkapan. Pelaksanaannya yang belum lama dan diperkeruh dengan adanya pandemi COVID-19 membuat dampak signifikannya dalam masalah SPL di Indonesia belum bisa dinilai. Namun demikian, sebagai kerja sama pionir antara ASEAN dan Norwegia, ASEANO merupakan batu loncatan untuk kerja sama yang lebih komprehensif dan menguntungkan untuk kedua pihak ke depannya. / As the world evolve towards vast economy and production, the environment and ecosystem are now take on their greatest set back, especially in marine ecosystem realm. Rapid growth of plastic exertion is arguably the main catalyst of marine degradation as well as its further implication in human health resulting the threat beyond the environment, but to human security itself. With Indonesia being the biggest contributor of marine plastic debris in the world among the other four countries within the Southeast Asian region, the role of ASEAN as an international organization within the region is considered crucial in facilitating the interest towards marine plastic debris issue. With that being considered, this research is being conducted with the aim to see the cooperation between ASEAN and its external partner, Norway, in a scope of ASEAN-Norwegian Cooperation Project on Local Capacity Building for Reducing Plastic Pollution in the ASEAN Region (ASEANO) project as one of effort taken by ASEAN as an international organizations within the region to response to this marine plastic debris issue urgencies, notably in Indonesia. It will be elaborated through Neoliberalist glasses, starting from the reason behind the establishment of ASEANO, the variety of cooperation insides, along with the identification of hindrances and future opportunities. As for the results, ASEANO employ a scientific based research with Citarum River, Indonesia selected as its methods of pilot catchments. Since the project itself has just recently took place, and further compounded by the COVID- 19 outbreak, hence its significant effect on marine plastic debris in Indonesia still not yet to be assessed. Nonetheless, as one of pioneer project between ASEAN, its member states, and Norway, ASEANO is referred to as a flagship program and indeed a stepping stone to lead both parties to more comprehensive and beneficial in further cooperation and partnerships context.
