Abstract

Summit diplomacy, either conducted bilaterally or multilaterally, plays an essential role in providing a principal platform for countries to have a direct encounter with fellow sovereign leaders in an attempt on fulfilling their national interests. Yet, the advantages of summit diplomacy are not limited exclusively to the main actors involved in the summit but applied to the third-party as well. The involvement of Vietnam as the host country of the 2019 US – DPRK Summit or known as Hanoi Summit provides an opportunity for Vietnam to cater their political and economic objectives. Using the Neorealism as the main theoretical framework, this thesis analyzes that the objectives that Vietnam aim through this prestigious summit are based on its national interests to anticipate the unpredictable power play between major powers and legitimacy sustainment of its one-party regime through external and internal acknowledgement. Vietnam’s political interests in keeping a high- profile presence in international arena and gaining a major power ‘friend’ to counter China’s domination in South China Sea dispute affect the political motives to conduct a sideline diplomacy with the United States behind the hosting of this summit. On the other hand, political interests to maintain legitimacy through economic justification and responding to the popular anti-China domestic sentiment drive the economic objectives to decrease trade deficit & dependency towards China and broaden the prospect of FDI-powered & export-based economy into other potential countries. Thus, the 2019 Hanoi Summit provide an extensive global coverage to promote Vietnam’s capabilities and trustability as a reliable political and economical partner as well as an opportunity to conduct direct meetings with the President of the United States to reaffirm its commitment in the conflict resolution of the South China Sea dispute. / Summit atau Konferensi Tingkat Tinggi (KTT) yang dilakukan baik secara bilateral atau multilateral memegang peran penting dalam pelaksanaan diplomasi modern dikarenakan itu merupakan kesempatan untuk sesama pemimpin dunia untuk mengadakan pertemuan langsung dalam upaya mempromosikan dan memenuhi kepentingan nasionalnya. Namun, keuntungan yang bisa didapatkan dalam diplomasi konferensi tingkat tinggi tidak hanya berlaku pada pihak utama yang terlibat langsung pada agenda utama di dalam pembahasan konferensi tersebut, namun juga bisa bermanfaat untuk pihak ketiga. Keterlibatan Vietnam sebagai tuan rumah KTT Amerika Serikat-Korea Utara atau disebut KTT Hanoi 2019 menyuguhkan kesempatan emas bagi Vietnam untuk memenuhi kepentingan politik dan ekonomi mereka. Menggunakan Neorealisme sebagai kerangka teoretis utama, tesis ini menganalisis bahwa tujuan politik dan ekonomi yang dituju Vietnam melalui KTT bergengsi ini didasarkan pada kepentingan nasionalnya yang berfokus untuk mengantisipasi permainan kekuatan antar negara adidaya dan menjaga legitimasi rezim pemerintahan melalui pengakuan eksternal dan internal. Kepentingan politik Vietnam dalam mempertahankan reputasi di arena internasional dan mendapatkan ‘sekutu’ negara adidaya untuk melawan dominasi Tiongkok dalam sengketa Laut Cina Selatan memengaruhi motif politik Vietnam dalam melakukan diplomasi sampingan dengan Ameria Serikat di tengah-tengah penyelenggaraan KTT ini. Di sisi lain, kepentingan politik Vietnam untuk mempertahankan legitimasi pemerintahannya melalui justifikasi ekonomi dan menanggapi sentimen domestik anti-Tiongkok yang populer mempengaruhi pembentukan tujuan ekonomi untuk mengurangi defisit perdagangan dan ketergantungan terhadap Cina serta memperluas prospek FDI dan ekspor ke negara- negara potensial lainnya. Pada akhirnya, KTT Hanoi 2019 menampilkan performa Vietnam sebagai kolega politik dan ekonomi yang bisa diandalkan serta memberikan kesempatan untuk bertemu langsung dengan Presiden Trump untuk menegaskan komitmen Amerika Serikat dalam penyelesaian konflik di Laut Cina Selatan.
