Abstract

Pembangunan ekonomi, modernisasi militer, legitimasi kekuatan politik sebuah negara membutuhkan minyak sebagai stimulus. Negara dengan akses terhadap pasokan minyak mempunyai keunggulan dari segi ekonomi, keamanan maupun militer. Amerika Serikat sebagai negara adidaya mengalami fenomena tersebut secara langsung, pada tahun 1973 di mana AS mengalami kekurangan pasokan minyak yang pada akhirnya mematikan ekonomi AS. Dari peristiwa tersebut, orientasi AS beralih kepada kemandirian energi, yang mengantarkan AS kepada kepentingan strategis AS dalam sistem internasional. Ambisi AS dalam menjadi eksportir minyak menarik dikaji karena konsistensi AS dalam meraih gelar net-oil exporter dilandasi dengan kepentingan strategis AS sebagai negara adidaya. Penelitian ini menggunakan pendekatan kualitatif dengan jenis metode deskriptif. Penulis menggunakan konsep-konsep seperti konsep sistem internasional sebagai parameter AS dalam formulasi kebijakan, konsep kepentingan nasional, untuk mengilustrasikan kepentingan AS dalam menjadi net-oil exporter, konsep energy-independence sebagai landasan dari strategi-strategi AS, serta konsep hegemonic power untuk menjelaskan kepentingan yang AS hendak raih dalam menjadi net-oil exporter. Berdasarkan hasil penelitian, penulis menemukkan bahwa strategi-strategi yang AS lakukan dalam ruang lingkup domestik maupun internasional melalui pergeseran-pergeseran sistem internasional menunjukkan satu kepentingan strategis AS, yaitu meraih global hegemonic power. Dengan melihat fenomena naiknya konsumsi global terhadap energi, dan signifikasi peran energi dalam memenuhi kekuatan yang nasional, AS menggunakan kekuatannya untuk menjadikan minyak sebagai instrumen yang mengantarkan AS ke kekuatan hegemoni pada abad ke-21. / Oil is needed as a stimulus for economic development, military modernization, the legitimacy of a country's political power. Countries with access to and supply of oil have advantages in terms of economy, security and military. The United States as a superpower experienced this phenomenon first-hand, this happened in 1973 when US experienced a shortage of oil supplies which ultimately disrupts the US economy. Reflecting from this phenomenon, US’ orientation immediately shifted to energy independence, which led to US strategic interests in the international system. US’ ambition in becoming an oil exporting country is an interesting subject to be studied upon, knowing US consistency in obtaining the ‘net-oil exporter’ title is subsequently based on US’ strategic interest as a superpower country. This research uses a qualitative approach with a descriptive method. The author uses concepts such as international system concept to explain the parameter of how US should formulate the policy, national interest concept, to illustrate US’ interest in becoming a net-oil exporter, the concept of energy independence as the basis of US strategies, and the concept of hegemonic power to explain US’ strategic interests in international relations as a net-oil exporter. Based on the research, the author found that the strategies US undertakes in the domestic and international scope from the shifting of international system leads down to one strategic interest US is trying to achieve, which is securing the status of global hegemonic power. Thus, by looking at the rapid increase of the global consumption of energy, and energy’s significant role for state’s national power, United States of America utilizes its power to make oil as a major instrument that leads US to hegemonic power in the 21st century.
