Abstract

KTT Asia Timur diadakan di Myanmar pada tahun 2014 menjadi momentum bagi Narendra Modi untuk memperkenalkan Act East Foreign Policy di depan negara-negara anggota ASEAN dan semua kekuatan strategis yang berperan besar di kawasan ini. India tumbuh menjadi salah satu kekuatan regional di Asia dengan kekuatan ekonomi dan militer yang menjanjikan yang dapat memainkan peran yang lebih. Fokus utama dalam kebijakan luar negeri Act East adalah mencapai hubungan konektivitas budaya dan kerja sama yang terintegrasi dengan negara-negara Asia-Pasifik melalui kerja sama regional, bilateral, dan multilateral. Selain menekankan pada cakupan integrasi ekonomi yang lebih luas di kawasan, pokok kebijakan ini juga difokuskan pada upaya dan komitmen dalam menjaga keamanan dan stabilitas kawasan melalui kerja sama dengan negara lain. Meningkatnya ekonomi Tiongkok dan kehadiran militernya di kawasan tersebut memicu kekuatan regional lainnya termasuk India. Kehadiran militer Tiongkok di Laut Cina Selatan dan Samudera Hindia yang menimbulkan beberapa perselisihan dengan negara di sekitarnya menjadi ancaman untuk menjaga stabilitas kawasan dan kebebasan navigasi. Di mana Quadrilateral Security Dialogue hadir untuk memainkan perannya sebagai kekuatan utama yang dapat mengimbangi agresi militer Tiongkok. Peran ASEAN sebagai regionalisme yang netral dapat terlihat melalui visi dan pandangan ASEAN terhadap Indo-Pasifik. Melalui kebijakan luar negeri sebelumnya (Look East Foreign Policy), ASEAN tumbuh menjadi faktor penting dalam pertumbuhan ekonomi India. Kerja sama yang komprehensif pun ingin dicapai India melalui membangun kerja sama yang lebih dalam dengan ASEAN sebagai regionalisme sentral yang memiliki prinsip-prinsip yang sama dalam menegakkan stabilitas dan keamanan regional. / The East Asia Summit held in Myanmar in 2014 became a momentum for Narendra Modi to introduce the “Act East Policy” in front of ASEAN member countries and all the strategic powers that play a major role in the region. India is growing to become one of the regional powers in Asia with promising economic and military power that can play a comprehensive role in the region. The main focus in this foreign policy is to achieve cultural connectivity and integrated cooperation with Asia-Pacific countries through regional, bilateral and multilateral cooperation. In addition to emphasizing the broader scope of economic integration in the region, the principal of this policy is also to focus on efforts and commitments in maintaining regional security and stability through cooperation with other countries. China's growing economy and its military presence in the region are driving other regional powers including India to respond. The presence of the Chinese military in the South China Sea and Indian Ocean which has caused several disputes with surrounding countries is a threat to maintain regional stability and freedom of navigation. The Quadrilateral Security Dialogue is again playing its part to become a major force that can counterbalance Chinese aggression. ASEAN's role as neutral regionalism can also be seen through ASEAN's vision and views on the Indo-Pacific. Through the previous foreign policy (Look East Foreign Policy), ASEAN grew to become an important factor in India's economic growth. India also wants to achieve comprehensive cooperation through building deeper cooperation with ASEAN as a central regionalism that has the same principles in upholding regional stability and security.
