Abstract
Indonesia sebagai negara berkembang, tentunya masih membutuhkan bantuan dari negara lain, terutama dari sisi ekonomi. Indonesia dan Australia membentuk suatu kerja sama ekonomi komprehensif pada tahun 2010 yang dinamakan IA-CEPA (Indonesia-Australia Comprehensive Economic Partnership Agreement). Namun banyak terjadi hambatan dalam perundingan IA-CEPA dari tahun 2013 sampai 2016. Hal tersebut disebabkan oleh dinamika politik diantara kedua negara. Kedua negara akhirnya melanjutkan perundingan pada Mei 2016 untuk memperbaiki hubungan keduanya. Tujuan dari skripsi ini adalah untuk mengetahui apa saja yang menjadi hambatan-hambatan dalam proses perundingan IA-CEPA dan ingin mengetahui apakah IA-CEPA bisa membantu memenuhi kepentingan nasional kedua negara. Penulis akan menjawab pertanyaan penelitian menggunakan metodologi penelitian kualitatif deskriptif dan dengan sumber data menggunakan data sekunder, serta menggunakan teori Neoliberalisme dan menggunakan konsep perdagangan bebas. Pengumpulan data dilakukan dengan teknik kepustakaan dengan menggunakan berbagai sumber buku, jurnal, dokumen pemerintah Indonesia dan Australia, dan beberapa artikel. Pada akhirnya hasil dari penelitian ini menunjukkan tentang sejarah konflik kedua negara dan manfaat dari IA-CEPA untuk kepentingan nasional kedua negara, dimana kedua negara dipercaya dapat saling menguntungkan dalam bidang ekonomi. / Indonesia as a developing country, still needs assistance from other country, especially in economic perspective. Indonesia and Australia formed a comprehensive economic cooperation in 2010 called IA-CEPA (Indonesia-Australia Comprehensive Economic Partnership Agreement). However, there were many conflict or obstacles when IA-CEPA negotiations are held from 2013 to 2016. The conflict caused by political dynamics between the two countries. The two countries finally resumed negotiations in May 2016 to improve their relationship. The purpose of this thesis is to find out about the obstacles in the negotiations of IA-CEPA, and wanted to know whether IA-CEPA could fulfil national interest of both countries. The author will answer the research question using descriptive qualitative research methodology and using Neoliberalism theory and use Free Trade concepts. The data collection is done with using literature sources such as books, journal, government documents, and internet articles. The result of this study will indicate the history of the conflict between the two countries and the benefits that IA-CEPA will brings for the national interest of both countries, where the two countries are believed could provide benefits to each other in economic field.
