Abstract

Berangkat dari sejarah tahun 1946, Flight Information Region Indonesia dikendalikan oleh Singapura karena Indonesia dianggap belum siap oleh ICAO. Selama bertahun – tahun Indonesia selalu mengalami kerugian dari berbagai aspek seperti keamanan dan perekonomian. Pada perspektif keamanan, letak strategis FIR dibawah Kepulauan Riau dan Natuna menuai banyak tantangan yang mengancam keamanan terlebih wilayah tersebut merupakan Critical Border yang harus dijaga langsung oleh Indonesia. Seringkali wilayah tersebut dilanggar oleh negara lain, hal ini jelas melanggar kedaulatan sebuah negara. Tidak hanya persoalan keamanan, tetapi kerugian ini juga didapati dari pembagian hasil keuntungan dari RANS Charge yang mana Indonesia hanya mendapat sebagian kecil pendapatan Singapura. Sehingga, berbagai strategi kuat diperlukan oleh Indonesia untuk melindungi kedaulatannya. Penelitian ini bertujuan untuk menggambarkan strategi Indonesia terhadap Singapura dalam mengambilalih Flight Information Region dan memaparkan adanya hambatan-hambatan dalam proses mengambilalih Flight Information Region. Teori yang digunakan dalam melakukan penelitian ini adalah teori realisme dengan mengkolaborasikan konsep – konsep seperti kemanan nasional, kedaulatan, kepentingan nasional dan diplomasi. Metode penelitian yang digunakan adalah metode penelitian deskriptif dan historis dengan pendekatan kualitatif. Hasil penelitian ini menjelaskan bahwa pemerintah Indonesia melakukan berbagai strategi dengan memanfaatkan ICAO sebagai instrumen mengambilalih FIR, Framework for Negotiation of FIR Realignment juga berhasil disepakati oleh kedua negara antara Indonesia dan Singapura pada tahun 2019 disamping itu Indonesia juga menggunakan strategi pertahanan dengan membangun pangkalan TNI Angkatan Udara (Lanud) Hang Nadim di Batam Kepulauan Riau, pelatihan personil TNI Angkata Udara dan meningkatkan kekuatan militer hal ini digunakan untuk menghindari Indonesia dari ancaman yang dapat datang dari kapan dan dimana saja. Terlepas dari kebijakan pemerintah Indonesia tersebut, bargaining power yang diimiliki Indonesia masih dianggap lemah. / Departing from the history of 1946, the Flight Information Region of Indonesia was controlled by Singapore because Indonesia was deemed not ready by ICAO. Over the years, Indonesia has experienced losses from various aspects such as security and the economy. From a security perspective, the strategic location of the FIR under the Riau Islands and Natuna has posed many challenges that threaten security, especially since the region is a Critical Border that must be guarded directly by Indonesia. Often these territories are violated by other countries, this is clearly a violation of a country's sovereignty. Not only security issues, but this loss is also found from the sharing of the profits from the RANS Charge in which Indonesia only gets a small part of Singapore's income. Thus, various strong strategies are needed by Indonesia to protect its sovereignty. This study aims to describe Indonesia's strategy towards Singapore in taking over the Flight Information Region and described the obstacles in the process of taking over the Flight Information Region. The theory used in conducting this research is the theory of realism by collaborating concepts such as national security, sovereignty, national interests and diplomacy. The research method used is descriptive and historical research methods with a qualitative approach. The results of this study explain that the Indonesian government carried out various strategies by utilizing ICAO as an instrument to take over the FIR, the Framework for Negotiation of FIR Realignment was also successfully agreed upon by the two countries between Indonesia and Singapore in 2019 besides that Indonesia also used a defense strategy by building an Air Force base. (Lanud) Hang Nadim in Batam, Riau Islands, training for TNI Air Force personnel and increasing military strength is used to avoid Indonesia from threats that can come from anytime and anywhere. Regardless of the Indonesian government's policy, Indonesia's bargaining power is still considered weak.
