Abstract

Cina merupakan salah satu negara yang memiliki peran terbesar di dunia. Kekayaannya tak hanya dinikmati negaranya sendiri, tetapi juga dibagikan dalam bentuk bantuan finansial terhadap berbagai proyek negara di dunia. Hingga sekarang, Cina masih menjalankan proyek besarnya, yaitu Belt Road Initiative yang diusung oleh Presiden Xi Jinping dengan tujuan untuk membuat sinergi antara kawasan Asia, Eropa, dan Afrika. Penelitian ini membahas mengenai bentuk-bentuk kontribusi pemikiran Xi Jinping dalam rumusan kebijakan luar negeri Cina tentang Belt Road Initiative. Teori dan konsep yang digunakan terdiri dari konstruktivisme, kebijakan luar negeri, identitas, dan ide. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian naratif. Hasil penelitian menunjukkan bahwa ada keselarasan antara pidato-pidato yang disampaikan oleh Xi Jinping di berbagai kesempatan dengan dokumen resmi Belt Road Initiative. Bahkan, pidato-pidato tersebut telah disampaikan jauh sebelum Belt Road Initiative diumumkan ke publik. Beberapa bentuk pemikiran Xi Jinping yang juga ditanamkan ke dalam rumusan kebijakan Belt Road Initiative adalah prinsip-printip utama yang menjadi arah dan cita-cita Cina, seperti kepercayaan terhadap sosialisme dengan karakteristik Cina, keterbukaan, kesejahteraan yang merata, juga harmoni dan kolaborasi di dunia dengan tetap menyejahterakan lingkungan. Dapat disimpulkan bahwa terdapat kontribusi pemikiran Xi Jinping di dalam rumusan kebijakan luar negeri Cina tentang Belt Road Initiative. / China has one of the biggest roles in the world. Its prosperity is not only felt by their own home but shared with other countries through various financial aids towards countries’ projects. Until now, China is still running its biggest project that was first announced by President Xi Jinping called Belt Road Initiative to achieve synergy within Asian, European, and African regions. This thesis discusses forms of the contribution of Xi Jinping’s thought in the making of the Belt Road Initiative. Theories and concepts that are used in this thesis are constructivism, foreign policy, identity, and ideas. This thesis also uses a qualitative research approach with a narrative research method. The result showed that there are similarities in Xi Jinping’s speeches in various events with Belt Road Initiative official documents. The speeches were conducted long before the Belt Road Initiative had been announced. Several forms of the contribution of Xi Jinping’s thoughts are principles that are considered as guidance and goals for China, such as the belief towards socialism with Chinese characteristics, openness, common prosperity, harmony, and collaboration with concern towards the environment. This study shows that Xi Jinping’s thoughts contribute to the making of the Belt Road Initiative.
