Abstract

Taman kota sebagai ruang terbuka hijau publik merupakan elemen yang penting pada suatu kawasan kota, dimana keberadaannya memberikan manfaat baik bagi masyarakat maupun bagi lingkungan kota. Masalah yang terjadi adalah taman kota yang ada pada daerah perkotaan kebanyakan sepi pengunjung karena tidak berfungsi secara maksimal, sehingga keberadaan taman kota dikatakan kurang berhasil. Hal ini menimbulkan pertanyaan, parameter apa yang dapat digunakan dari setiap aspek fungsi taman kotauntuk mencapai keberhasilan taman kota? Elemen pendukung seperti apa yang harus dimiliki taman kota agar keberhasilan taman kota dapat tercapai? Strategi apa yang dapat digunakan dari parameter fungsi untuk mencapai keberhasilan taman kota? Penelitian ini dilakukan pada Taman Kota Waduk Pluit yang terletak di Penjaringan, Jakarta Utara. Taman Kota Waduk Pluit dipilih karena berpotensi menjadi ruang terbuka yang menawarkan pemandangan air karena letaknya di bantaran Waduk Pluit. Metode yang digunakan dalam penelitian ini dengan teknik pengumpulan data berupa studi literatur dan observasi langsung pada tapak terpilih. Studi literatur dilakukan untuk mengetahui parameter dan elemen pada setiap aspek fungsi taman kota serta strategi yang dapat diterapkan pada taman kota. Melalui observasi langsung pada tapak, ditemukan bahwa Taman Kota Waduk Pluit kurang memenuhi setiap aspek fungsi taman kota, yang mengakibatkan tapak kurang berhasil sebagai taman kota karena sepi pengunjung. Melalui studi literatur, diketahui bahwa keberhasilan suatu taman kota harus memenuhi 4 (empat) aspek fungsinya yaitu; aspek sosial, aspek lingkungan, aspek ekonomi, dan aspek kesehatan agar dapat taman kota dapat berfungsi dengan baik. Elemen dan fasilitas yang ditawarkan pada taman kota mempengaruhi minat masyarakat untuk beraktivitas pada taman kota. Penyelesaian masalah pada Taman Kota Waduk Pluit dilakukan dengan memberikan fasilitas yang nyaman dan memadai agar dapat digunakan oleh pengunjung dengan penempatan yang tepat berdasarkan analisis melalui studi literatur yang telah dilakukan. Dengan adanya penelitian ini, diharapkan dapat menjadi referensi dan pertimbangan dalam merancang taman kota sebagai ruang terbuka hijau publik pada kawasan perkotaan. / An architecture can be categorized as well made, if there are balance between the rooms and the people’s public life, as time go along the way, this affects the way of planning for public space to adapt towards changes. City Park as a green open space is an important element for a city side, in which its existence gives a good beneficial effect towards the people and the city’s environment. The problem that happens is that the city park that exist on city side’s, are usually didn’t function properly, in which we can say that their existence is less successful than expected. This pops up a question, what are the parameters that can be used from every city park’s aspects?, what kind are the supportive elements that a city park should have?, what strategy could be used based on the function parameters, and also the city park quality indicator? This research is conducted at Taman Kota Waduk Pluit that is located at Penjaringan, North Jakarta. Taman Kota Waduk Pluit was chosen because it has potential to become an open space that offers view of the water from Waduk Pluit. The methods used are data gathering technique in the form of literature study, and direct observation on chosen grounds. Literature study is used to know what and which parameters, and elements on every function aspect of the city park, as well the strategies that could be used on it. Observation on the chosen grounds is conducted to see how well the application based on what the literature study has given us. Through the literature study, it is found that each city park needs to have at least 4 (four) aspect on its function for a city park to operate well, in which those are; Social Aspect, Environment Aspect, Economy Aspect, and Health Aspect. The elements and facilities that are offered to the city park heavily affects on how the people’s interest on their activity on the city park. To solve the problems in Taman Kota Waduk Pluit, is to provide comfortable and adequate facilities that can be use by visitors with the right placement based on analysis through literature studies. With this research, it is hoped to become a reference and consideration in the future planning of a city park, as a green open space on the city side.
