Abstract

Sejak setidaknya dua dekade terakhir terorisme menjadi permasalahan yang dihadapi negara-negara dunia. Globalisasi menyebabkan pergerakan kelompok teroris semakin sulit terlacak, perekrutan serta penyebaran paham radikal pun tidak lagi membutuhkan pertemuan fisik. Karena itu penyelidikan serta pengejaran terduga teroris kerap terhalang permasalahan yurisdiksi. Untuk mempermudah alur informasi terkait dengan terorisme, ASEAN melalui ADMM mengadopsi ASEAN Our Eyes (AOE) sebagai platform pertukaran informasi strategis terkait terorisme, radikalisme dan ancaman non tradisional lainnya antar negara anggota ASEAN. Sistem pertukaran informasi dalam AOE bersifat give and take sehingga setiap negara anggota dapat menjaga integritas dan kepentingan nasionalnya. Namun sistem pertukaran ini juga dapat menyebabkan masalah dalam hal pelaksanaan fungsinya. Neoclassical Realism digunakan untuk menjelaskan pemanfaatan kerjasama dalam menjaga keamanan nasional negara, serta perilaku negara dalam pelaksanaan AOE. Penelitian ini menggunakan metode kualitatif untuk menjelaskan proses pembentukan serta pelaksanaan AOE sebagai kesepakatan pertukaran informasi intelijen terkait terorisme, serta implikasinya dalam komunitas ASEAN. Data yang disajikan diperoleh dari data sekunder melalui studi kepustakaan dan data primer melalui wawancara dengan dua narasumber. Teknik analisis yang digunakan adalah teknik analisis deskriptif dan eksplanatif. Berdasarkan hasil penelitian yang dilakukan, dapat dilihat bahwa sistem pertukaran informasi didalam AOE sejalan dengan semangat komunitas ASEAN. Namun disisi lain menyebakan pelaksanaan kerjasama tersebut menjadi kurang efektif dan tidak memiliki dampak yang signifikan dalam hal penanggulangan terorisme di kawasan. Namun demikian AOE tetap dibutuhkan dalam ASEAN sebagai bukti bahwa negara anggotanya memiliki rasa percaya yang tinggi antara satu sama lain, harmonis, serta menjalankan fungsinya sebagai sebuah komunitas. / For at least the last two decades terrorism has been an issue faced by countries around the world. Globalization causes the movement of terrorist groups difficult to be tracked, recruitment and the spread of radicalism does not require physical encounter anymore. Hence the investigation of suspected terrorists is often hampered by jurisdictional issues. In response to that and to facilitate the flow of information related to terrorism, ASEAN through ADMM adopted ASEAN Our Eyes (AOE) as a platform for strategic information exchange amongst ASEAN member states on terrorism, radicalism and other non-traditional threats in the region. The information exchange system in AOE is give and take, therefore every member states can maintain its integrity and national interests. However, this particular system can also be a problem in terms of the implementation of its function. Neoclassical Realism is used in this research to describe how a cooperation between states can be used as a means for maintaining national security, and their behaviour in the implementation of AOE. This research used qualitative method to describe the formation process and also the implementation of AOE along with its implications on ASEAN community. Data provided in this research obtained from some secondary data by conducting literature study and from some primary data by conducting interview with two interviewees. The analytical technique that had been used in this research were descriptive and explanative technique. Based on the results of this research, the exchange of information system in AOE has been in line with the spirit of community in ASEAN. However, it has made the implementation of the agreement be less effective and does not have a significant impact in terms of countering terrorism in the region. Nonetheless, AOE is still needed as a proof that ASEAN member states has a deep sense of trust on each other, harmonious and is carrying out its function as a community.
