Abstract

Uni Eropa dan Kanada memiliki hubungan baik khususnya dalam perekonomian. Hubungan perekonomian keduanya bahkan berkembang pesat selama 4 dekade terakhir. Banyak perundingan bilateral yang sudah mereka jalankan, akan tetapi belum ada perjanjian tunggal berbasis luas yang mengikat untuk membahas hubungan ekonomi Uni Eropa dengan Kanada secara keseluruhan. Keduanya pun akhirnya mengambil keputusan untuk melakukan perjanjian ekonomi dan perdagangan komprehensif, atau yang lebih dikenal dengan The Comprehensive and Economic Trade Agreement (CETA). Penelitian ini bertujuan untuk melihat kepentingan-kepentingan ekonomi yang ingin dicapai oleh Uni Eropa dan Kanada dalam CETA. Pendekatan utama yang digunakan dalam penelitian ini adalah perspektif neoliberalisme dengan menggunakan konsep organisasi internasional, kepentingan nasional, kebijakan luar negeri, kepentingan ekonomi, perdagangan internasional dan investasi asing, kerja sama internasional, dan interdependensi. Pendekatan yang digunakan adalah kualitatif dengan metode penelitian deskriptif. Teknik pengumpulan data dilakukan melalui teknik pengumpulan data sekunder, yakni melalui studi pustaka dan studi daring. Kemudian data yang telah diperoleh akan dianalisis dengan menggunakan narrative analysis dan event structure analysis. Hasil dari penelitian ini menemukan bahwa hubungan keduanya mencerminkan asymmetrical interdependence, di mana walaupun kekuatan keduanya tidak seimbang, satu sama lain tetap dapat mengejar kepentingan nasionalnya melalui CETA di mana Uni Eropa mengejar keunggulan komparatif dalam sektor pangan olahan dan produk dairy, jalur perdagangan maritim, dan mobilitas tenaga kerja. Sedangkan Kanada mengejar keunggulan komparatif dalam sektor industri otomotif, investasi asing, perkembangan perkotaan, dan mobilitas tenaga kerja. / The European Union and Canada particularly have a good relationship in the economy sector. The economic relationship between the two has even developed rapidly over the last 4 decades. A lot of bilateral negotiations have been done by both of them but there is no single broad-based, binding agreement to discuss European Union economic relations with Canada as a whole. Both of them finally made the decision to negotiate a comprehensive economic and trade agreement called The Comprehensive and Economic Trade Agreement (CETA). This study aims to examine the economic interests that the European Union and Canada want to achieve in CETA. The main approach used in this research is the perspective of neoliberalism, using the concepts of international organization, national interests, foreign policy, economic interest, international trade and foreign investment, international cooperation, and interdependence. The research method used is a descriptive method with a qualitative approach. Data collection techniques are carried out through the secondary data collection techniques, namely through library research and online data search. The data that has been obtained will be analyzed using narrative analysis and event structure analysis. The results of this study found that the relationship between the two reflects an asymmetrical interdependence, where even though the strengths of the two are not balanced, each other can still pursue its national interests through CETA in which the European Union pursues a comparative advantage in the processed food sector and dairy products, maritime trade routes, and labor mobility. Canada, on the other hand, is pursuing a comparative advantage in the automotive industry, foreign investment, urban development and labor mobility.
