Abstract

Complete Systematic Land Registration (PTSL) as a national strategic program is one of the concepts to build new land parcels data and simultaneously maintain the quality of land parcels data. Complete Systematic Land Registration (PTSL) aims to get a complete picture of a village and as a basis for processing actual and reliable administrative completeness of land administration. In one fiscal year, the Land Office targets that all land parcels in one predetermined location can be measured and maintain physical data on the land as a manifestation of orderly land administration. The formulation of the proposed problem is: How is the implementation of Complete Systematic Land Registration and its effect on land order in Manggar Baru Village, Balikpapan City and Are there any inhibiting factors in the implementation of Complete Systematic Land Registration and how is it resolved. This research was conducted using normative research methods, the data were collected by means of literature study and interviews with related sources. The results showed that the implementation of PTSL in Manggar Baru Village, Balikpapan City was in accordance with the applicable regulations in the Minister of Agrarian Regulation Number 6 of 2018 concerning the implementation of Complete Systematic Land Registration (PTSL). In its implementation there are inhibiting factors such as the difficulty of obtaining a Land Opening Permit (IMTN) which is a mandatory requirement for an increase in the status of the right base, there is land that is the object of dispute, abandoned land because the land owner is outside the city, land parcels that are included in the Mangrove forest area, as well as the physical data held is different from the results of field identification. / Pendaftaran Tanah Sistematis Lengkap (PTSL) sebagai program strategis nasional merupakan salah satu konsep untuk membangun data persil tanah baru sekaligus menjaga kualitas data persil tanah. Pendaftaran Tanah Sistematis Lengkap (PTSL) bertujuan untuk mendapatkan gambaran lengkap suatu desa dan sebagai dasar untuk pengolahan kelengkapan administrasi administrasi pertanahan yang aktual dan terpercaya. Dalam satu tahun anggaran, Kantor Pertanahan menargetkan semua bidang tanah di satu lokasi yang telah ditentukan dapat diukur dan memelihara data fisik tanah sebagai wujud tertib administrasi pertanahan. Rumusan masalah yang diajukan adalah: Bagaimana pelaksanaan Pendaftaran Tanah Sistematis Lengkap dan pengaruhnya terhadap tata ruang di Desa Manggar Baru Kota Balikpapan dan Apakah ada faktor penghambat dalam pelaksanaan Pendaftaran Tanah Sistematis Lengkap dan bagaimana cara mengatasinya. Penelitian ini dilakukan dengan menggunakan metode penelitian normatif, pengumpulan data melalui studi pustaka dan wawancara dengan narasumber terkait. Hasil penelitian menunjukkan bahwa pelaksanaan PTSL di Desa Manggar Baru Kota Balikpapan telah sesuai dengan ketentuan yang berlaku dalam Peraturan Menteri Agraria Nomor 6 Tahun 2018 tentang Penyelenggaraan Pendaftaran Tanah Sistematis Lengkap (PTSL). Dalam pelaksanaannya terdapat faktor penghambat seperti sulitnya memperoleh Izin Pembukaan Tanah (IMTN) yang merupakan syarat wajib untuk peningkatan status hak dasar, ada tanah yang menjadi objek sengketa, tanah terlantar karena adanya Pemilik lahan berada di luar kota, bidang tanah yang termasuk dalam kawasan hutan Mangrove, serta data fisik yang dimiliki berbeda dengan hasil identifikasi lapangan.
