Abstract

Perjuangan rakyat Papua untuk merdeka dari Indonesia sudah berlangsung selama lebih dari 50 tahun. Konflik Papua telah menyebabkan kelompok-kelompok masyarakat sipil dan para aktivis akhirnya memutuskan pindah bermukim di luar negeri. Mereka yang berada di luar negeri inilah yang disebut diaspora. Keterlibatan kelompok diaspora dalam konflik tanah air dan dampak yang ditimbulkan dari keterlibatannya selama di luar negeri menjadi perhatian utama dari penelitian ini. Dengan berlandaskan Teori Liberalisme Sosiologis dan konsep keamanan non-tradisional, organisasi masyarakat sipil, diaspora dan resolusi konflik, penulis berusaha mencari tahu apakah kelompok-kelompok diaspora berkontribusi pada konflik dan perdamaian di Papua. Penelitian ini bersifat kualitatif dan menggunakan metode deskriptif untuk menggambarkan keterlibatan diaspora yang masih berlangsung hingga saat ini. Pengumpulan data dilakukan melalui studi pustaka dan penelusuran daring yang selanjutnya akan dianalisis menggunakan teknik analisis naratif. Hasil penelitian menunjukkan bahwa keterlibatan diaspora tidak memperbesar konflik menjadi lebih rumit tetapi berhasil mendorong konflik kepada perdamaian secara tidak langsung. Keterlibatan kelompok diaspora berhasil mendesak pemerintah untuk merespon penyelesaian konflik secara lebih serius dengan berusaha mengeluarkan kebijakan dan mengubah fokus kebijakan luar negeri Indonesia untuk penyelesaian konflik Papua. / The Papuan people's struggle for independence from Indonesia has been going on for more than 50 years. The Papuan conflict has caused civil society groups and their activists to decide to move to live abroad. Those who are outside this country are called the diaspora. The involvement of diaspora groups in homeland conflicts and the impact of their involvement abroad are the main concerns of this research. Based on the Theory of Sociological Liberalism and concepts such as non-traditional security, civil society organizations, diaspora, and conflict resolution, the author tries to find out whether the involvement of diaspora groups contributes to conflict and peace in Papua. This research uses qualitative research with descriptive methods to describe the involvement of the diaspora which is still ongoing today. Data collection is carried out through literature studies and online searches which will then be analyzed using narrative analysis techniques. The results showed that the involvement of the diaspora did not make the conflict more complicated but succeeded in driving the conflict to peace indirectly. The involvement of diaspora groups succeeded in urging the government to take conflict resolution more seriously by trying to issue policies and change the focus of Indonesian foreign policy to resolve the Papuan conflict.
