Abstract

Dinamika hubungan diplomatik antara Korea Selatan dan Jepang sering kali mengalami pasang surut. Instabilitas hubungan kedua negara tersebut selalu disebabkan karena adanya faktor sejarah yang masih menjadi perdebatan khususnya bagi Korea Selatan yaitu, permasalahan Comfort Women dan persengketaan Pulau Dokdo. Penelitian dilakukan untuk menganalisis apa yang menyebabkan Korea Selatan dan Jepang tetap mempertahankan hubungan diplomatiknya, terlepas dari latar belakang sejarah semasa kolonialisme Jepang. Kedua negara memiliki kerja sama di beberapa bidang terutama pada keamanan militer. Penelitian ini menggunakan teori Realisme yang mengatakan bahwa sistem internasional memiliki sifat yang anarki, dan perilaku suatu negara dalam interaksi Hubungan Internasional dilakukan secara rasional. Konsep yang digunakan meliputi Aliansi, Kepentingan Nasional, dan Ancaman Bersama. Penelitian menggunakan pendekatan kualitatif dengan metode eksplanatori. Analisis penelitian disajikan melalui beberapa kategori dalam subjudul pembahasan penelitian yang akan menjadi jawaban dalam rumusan masalah dalam penelitian. Hasil penelitian menunjukan bahwa Korea Utara menjadi faktor utama pada ancaman bersama yang menyebabkan hubungan antara Korea Selatan dan Jepang tetap bertahan walaupun masih adanya perdebatan pada permasalahan Comfort Women dan Pulau Dokdo. / The dynamics of diplomatic relations between South Korea and Japan are full of instability. The relations between South Korea and Japan are always shadowed with historical factors that are still in debate, especially for South Korea such as the Comfort Women issue and the Dokdo Island dispute. This research is intended to analyze the reason South Korea and Japan maintain the diplomatic relations, regardless of the historical background during Japanese colonialism. South Korea and Japan still have several collaborations in military security. This research uses theory of Realism suggests that the international system is an anarchical, and the behavior of a country in the interaction of International Relations is always rational. The concepts used include Alliance, National Interest, and Common Threats. This research is a qualitative one, using explanatory method. The analysis is presented through several categories in the research discussion subtitles that act as the answer for research question in this study. It indicates that North Korea is the major factor causing Common Threat that keeps South Korea and Japan relation, despite debate over Comfort Women issue and Dokdo Island dispute.
