Abstract

Berakhirnya Perang Dingin pada tahun 1991 dengan pembubarannya Uni-Soviet telah mengakibatkan banyak perubahan terhadap struktur pada politik internasional, perubahan-perubahan ini antara lain juga terjadi pada organisasi-organisasi internasional yang dibentuk pada masa Perang Dingin, antara lain, Pakta Pertahanan Atlantik Utara (NATO). Setelah masa Perang Dingin, tugas dan tujuan NATO yang dari masa mulai dibentuknya organisasi tersebut sebagai organisasi militer, NATO mengalami beberapa perubahan struktural yang membuat organisasi tersebut beradaptasi terhadap kondisi baru pada struktur internasional, salah satunya adalah tindakan perluasannya organisasi tersebut. Tujuan dari penelitian ini adalah untuk menggambarkan proses terjadinya perluasan NATO setelah perang dingin, kenapa perluasan tersebut terjadi, dan apa implikasi dari perluasan tersebut secara geopolitik dan geostrategis kepada keamanan di Eropa timur, dan terhadap hubungannya NATO dengan Rusia, dari tahun 1994-1999. Seluruh data penelitian didapatkan melalui tinjauan pustaka, dan analisis konten. Metodologi penelitian yang digunakan dalam karya ilmiah ini adalah pendekatan kualitatif, deskriptif, dan komparatif. Perluasannya NATO menimbulkan beberapa implikasi terhadap keamanan di Eropa timur serta reaksi Rusia yang dapat dipertanyakan dan dikritisi. Hal ini dikarenakan perluasannya organisasi tersebut dianggap memiliki beberapa akibat dalam jangka panjang terhadap politik internasional yang terjadi pada masa kini. Tentunya, banyak negara yang menjadi anggota NATO sendiripun menganggap perluasan ini sebagai hal yang membawa kebaikan bagi keamanan kolektif Eropa, akan tetapi Rusia tidak memiliki pandangan yang sama seperti negara-negara tersebut. Dari reaksi tersebut, penelitian ini akan mencari jawaban terhadap pertanyaan yang dijelaskan pada Skripsi ini. / The end of the Cold War in 1991 with the dissolution Soviet Union has resulted in many changes to the structure of the international politics, these changes among other things also happen in the international organizations formed during the Cold War, among others, the North Atlantic Treaty Organization (NATO). After the Cold War, NATO's role and purposefrom the period of its establishment as a military organization, NATO experienced some structural changes that adapt the organization to the new conditions in the international structures, one of which is the expansion of the Alliance. The aim of this study was to describe NATO’s expansion after the Cold War, why such expansion occurs, and what the geopolitical and geostrategic implications of the expansion to the security in Eastern Europe, and to the NATO relationship with Russia, from 1994-1999. The entire research data obtained through literature reviews and content analysis. The research methodology used in this paper is a qualitative, descriptive and comparative. NATO’s expansion raises several implications for the security in Eastern Europe and Russia’s reaction that can be questioned and criticized. This is because the expansion of the organization is considered to have a degree of effect in the long run to thepresent international politics. Of course, many countries that are members of NATO themselves had regarded this expansion as being good for the collective security of Europe, but Russia does not have the same views as those countries.From such reactions, this research will seek answers to questions that are described in this thesis.
