Abstract

Baik Indonesia maupun Thailand merupakan negara middle power yang berusaha membangun dan mempererat hubungan dengan negara super power, salah satunya adalah Amerika Serikat. Kedua negara sadar akan penggunaan hard power kurang memadai sehingga, makanan sebagai implementasi soft power dipilih untuk menjadi instrumen diplomasi. Penggunaan makanan sebagai instrumen diplomasi kini menjadi isu internasional yang dipakai oleh negara dalam berdiplomasi. Sejak dulu, Indonesia telah menerapkan diplomasi kuliner dengan menyajikan masakan khas daerah dalam pertemuan diplomasi. Tahun 2010 merupakan salah satu kesempatan Indonesia mempromosikan masakan khas, yakni Rendang. Dengan cepat, masakan Indonesia menjadi terkenal di seluruh dunia. Hal ini merupakan langkah yang dipelajari dari gastro diplomasi Thailand yang dilaksanakan sejak 2002 melalui “Global Thai” dan “Thai Kitchen to The World”. Keberhasilan gastro diplomasi Thailand hingga kini berdampak bagi beberapa dalam melaksanakan diplomasi melalui makanan untuk memenuhi kepentingan nasional. Penelitian ini menggunakan teori Neo-Liberalisme dalam menilai kepentingan ekonomi dalam pelaksanaan gastro diplomasi terhadap Amerika Serikat. Penelitian ini merupakan penelitian kualitatif dengan teknik analisis kategorisasi dan komparasi. Pengumpulan data dilakukan dengan teknik studi kepustakaan daring dan wawancara in-depth dengan Kementerian Luar Negeri Republik Indonesia. Hasil penelitian menunjukkan Indonesia dan Thailand memilih gastro diplomasi karena menyadari potensi kuliner, namun berdasarkan implementasi strategi Thailand masih unggul dari Indonesia. Hal ini dikarenakan gastro diplomasi Thailand lebih terstruktur, sedangkan Indonesia masih memiliki kendala dalam pembagian kerja terkait pelaksanaan gastro diplomasi. Penelitian ini merekomendasikan beberapa hal yang Indonesia dapat pelajari dari Thailand untuk meningkatkan gastro diplomasi./Both Indonesia and Thailand are middle power countries that are trying to build and strengthen relations with superpower countries, one of which is the United States. The two countries are aware that the use of hard power is inadequate so that food as an implementation of soft power was chosen to be an instrument of diplomacy. The use of food as an instrument of diplomacy is now an international issue used by the state in diplomacy. Since long time ago, Indonesia has implemented culinary diplomacy by serving regional specialties in diplomacy meetings. The year 2010 is one of the opportunities for Indonesia to promote a special dish, namely Rendang. Quickly, Indonesian cuisine became famous around the world. This is a step that has been learned from Thai gastro diplomacy which has been implemented since 2002 through "Global Thai" and "Thai Kitchen to The World". The success of Thai gastro diplomacy until now has had an impact on some in carrying out diplomacy through food to meet national interests. This study uses Neo-Liberalism theory in assessing the economic interest in the implementation of gastro diplomacy towards the United States. This study is a qualitative study using categorization and comparison techniques. Data was collected using online literature study techniques and in-depth interviews with the Ministry of Foreign Affairs of the Republic of Indonesia. The results showed that Indonesia and Thailand chose gastro diplomacy because they realized the potential of culinary delights, but based on the implementation of the strategy Thailand was still superior to Indonesia. This is because Thailand's gastro diplomacy is more structured, while Indonesia still has problems in the division of labor related to the implementation of gastro diplomacy. This study recommends several things that Indonesia can learn from Thailand to improve gastro-diplomacy.
