Abstract

Pilot project ini dilaksanakan sebagai respon dari beberapa hasil penelitan sebelumnya mengenai limbah elektronik. Beberapa contohnya adalah penelitian tentang perilaku konsumen dan kesediaan mereka mengikuti program daur ulang di DKI Jakarta oleh Halim (2011) dan perhitungan biaya pengadaan program pengumpulan limbah elektronik di Jakarta tepatnya di gedung perkantoran dan mal oleh Tunggono (2011). Tujuan dari penelitian ini adalah menjalankan pilot project pengumpulan ponsel bekas untuk melihat respon masyarakat terhadap kegiatan daur ulang. Ada tiga indikator kesuksesa pelaksanaan proyek ini yang dilihat dari performa (mengukur nilai return rate dan participation rate), biaya (membandingkan antara perkiraan biaya awal yang dibutuhkan dengan total biaya sesungguhnya yang dikeluarkan), dan waktu (membandingkan selisih antara waktu yang telah dijadwalkan dengan waktu yang sebenarnya dibutuhkan). Ada tiga lokasi pengadaan acara yaitu di Universitas Pelita Harapan, Dynaplast Tower, dan Wisma Menara Asia. Dari ketiga lokasi tersebut, 49 ponsel bekas dari 33 orang penyumbang berhasil dikumpulkan. Rata-rata nilai return rate adalah 3,15% (melebihi target nilai 3%) sedangkan rata-rata nilai participation rate-nya adalah 2,33% (tidak mencapai target nilai 3%). Total biaya yang dikeluarkan sepanjang pelaksanaan pilot project ini yaitu sebesar Rp 6.473.000,-. Biaya ini lebih kecil dari perkiraan semula yaitu Rp 7.140.000,-. Besarnya biaya pengumpulan satu unit ponsel bekas ini adalah Rp 196.151,- berdasarkan jumlah penyumbang yang berpartisipasi dan Rp 132.102,- berdasarkan jumlah ponsel yang terkumpul. Sepanjang pelaksanaan proyek, jam sebelum makan siang (10.00 - 11.30) dan setelah makan siang (13.00 - 14.30) pada pertengahan minggu adalah waktu dimana orang paling banyak menyumbang. Pilot project ini mengalami keterlambatan selama satu bulan karena kesulitan dalam pencarian lokasi pengadaan proyek. Secara keseluruhan, program pengumpulan ini dapat dijalankan dan diterapkan tetapi pelaksanaan proyek ini tidak menguntungkan secara ekonomi. Hal ini disebabkan biaya yang diperlukan untuk membeli ponsel bekas dari pengepul adalah Rp 2.000/unit atau sekitar Rp 150.000/kg - Rp 180.000/kg. / This pilot project were conducted as a response based on several previous research about e-waste. Those research was about consumer behavior and willingness to recycle household electronic waste in DKI Jakarta by Halim (2011) and analyzing the costs required to run e-waste collection program in Jakarta, with a case study in malls and office buildings by Tunggono (2011). The objective of this research is to test the actual response from the society on used mobile phone collection for recycling. There are three performance indicators used in this research, which are project performance (measuring the value of return rate and participation rate), cost (comparing cost between estimated budget with actual cost spent), and time (comparing the differences between scheduled time with actual time needed). There were three locations of the pilot project namely University of Pelita Harapan, Dynaplast Tower, and Wisma Menara Asia. From these locations, 49 used mobile phones from 33 participants were collected. The average of return rate value is 3,15% (exceed the target value of 3%) while the average of participation rate value is 2,33% (did not meet the target value of 3%). Total cost inccured to run this pilot project is Rp 6.473.000,-. It is lower than the initial estimated budget which was Rp 7.140.000,-. The cost for collecting one unit of used mobile phones is Rp 196.151,- based on total the participants and Rp 132.102,- based on the total used mobile phones collected. During the project, people usually made their donation before lunch (10.00 - 11.30) and after lunch (13.00 - 14.30) in the midweek. Completion of this project was delayed for a month due to the location that was hard to found. Overall this collection program can be done and implemented but it was not economically profitable. This is due to the cost required to purchase used mobile phones from collectors is Rp 2.000/unit or around Rp 150.000/kg - Rp 180.000/kg.
