Abstract

Sumber daya manusia merupakan aset penting sebuah perusahaan yang menjadi faktor kunci yang menentukan kesuksesan sebuah perusahaan. Oleh karena itu, diperlukan sebuah pengelolaan sumber daya manusia yang baik. Pengisian jabatan yang kosong pada proses kenaikan jabatan perlu dilakukan secara objektif agar dapat memastikan bahwa kandidat yang mengisi jabatan tersebut merupakan kandidat yang sesuai untuk membantu perusahaan mencapai visi dan misinya. Untuk permasalahan ini diperlukan sebuah sistem penunjang keputusan yang dapat menganalisis karyawan yang sesuai dengan kriteria yang telah ditetapkan oleh perusahaan. Aplikasi untuk proses kenaikan jabatan ini dirancang sesuai dengan data dan norma-norma perusahaan. Kriteria-kriteria yang digunakan untuk kenaikan jabatan berdasar pada lima aspek yaitu sikap kepemimpinan, tangggung jawab, loyalitas, kemampuan sosial, dan tingkat pengetahuan terhadap sebuah jabatan yang kosong pada divisi tertentu. Hasil proses ini adalah rekomendasi karyawan yang berkompetensi untuk jabatan tertentu yang didapatkan berdasarkan tingkatan karyawan sesuai dengan kriteria yang sudah ditetapkan sebagai standar pengambilan keputusan. Pengembangan aplikasi ini menggunakan dasar kerangka System Development Life Cycle (SDLC) dan metodologi yang digunakan dalam Tugas Akhir ini adalah Rapid Application Development (RAD) prototyping. Hasil akhir Tugas Akhir ini adalah aplikasi sistem pakar penunjang keputusan yang menggunakan logika fuzzy dengan metode Tsukamoto untuk permasalahan penentuan karyawan yang berkompeten untuk mengisi jabatan top-level yang kosong pada divisi tertentu. / Human resources is an important asset of a company which also a key factor that affects a company success. Therefore a good human resource management is necessary. Vacant position filling in the promotion must be done objectively so the decision maker can decides which candidate is qualified to help the company to achieve its visions and missions. In this case, decision support system that able to analyze qualified employees that suitable for the criteria that has been set by the company is important. Application for this employee promotional process was designed according to the data and company‟s norms. The criteria for promotions are based on these following aspects: leadership, responsibility, loyalty, communication skills and knowledge of certain division that has vacant position. The result of this process is a recommendation of employees that have competency over certain position that already retrieved before based on employees ranks according to the calculation that based on criteria that already set as a decision making standard. This application development is using System Development Life Cycle (SDLC) as its foundation, and methodology that is used is Rapid Application Development (RAD) prototyping. The result of this Tugas Akhir is to develop an expert decision making system that uses Fuzzy logic with Tsukamoto method for determine the employees that have competency for filling the vacant top level position in certain division.
