Abstract

Sumber daya manusia merupakan salah satu faktor penting dari detail yang ada pada MP3EI (Master Plan Percepatan Perluasan Pembangunan Ekonomi Indonesia). Fokus utama adalah memiliki SDM lokal yang kompeten, yang tercukupi secara kualitas dan kuantitas, untuk setiap kegiatan ekonomi utama. Fokus dalam penelitian ini adalah pada sektor minyak dan gas di Pekanbaru, dimana merupakan salah satu dari 22 kegiatan ekonomi utama di Indonesia. Tujuan dari penelitian ini adalah untuk memetakan kualitas tenaga kerja yang ada di industri migas di Pekanbaru pada saat ini, dan kualitas yang dibutuhkan dari pihak perusahaan. Responden dari penelitian ini adalah PT. Chevron Pacific Indonesia, Badan Operasi Bersama – PT. Bumi Siak Pusako dan Pertamina Hulu, dan PT. Energi Mega Persada, Bentu. Pengumpulan data dilakukan dengan menggunakan survey kuesioner, focus group discussion dan website perusahaan. Pengolahan data dilakukan dengan menggunakan metode fulfillment index, dimana data dianalisa berdasarkan hasil fulfillment index. Nilai fulfillment index untuk industri minyak dan gas adalah 0.71. Mayoritas pekerja di industri minyak merupakan DLL (SD-SMP-SMA) yaitu sebesar 38% dari total keseluruhan, diikuti oleh S1 sebesar 25%, lalu SMK sebesar 19%, D3 sebesar 16% dan S2 sebesar 2%. Jabatan tingkat manajerial didominasi oleh S1 dengan nilai sebesar 88.5%, supervisor oleh DLL dengan proporsi sebesar 53.9%, sedangkan operator didominasi oleh SMK dengan proporsi sebesar 77.7%. Berdasarkan tingkat jabatan, nilai fulfillment index untuk tingkat manajerial adalah yang tertinggi yaitu sebesar 0.84, diikuti oleh supervisor sebesar 0.78, lalu operator sebesar 0.49. Berdasarkan tingkat pendidikan, nilai fulfillment index untuk tingkat S2 adalah yang 0.83, diikut D3 sebesar 0.82, lalu S1 sebesar 0.8, dimana nilai untuk ketiga tingkat pendidikan ini hampir sama, dua terendah adalah SMK sebesar 0.56 lalu DLL sebesar 0.43. Empat softskill yang paling dicari sebagai kualifikasi pekerja di industri minyak dan gas adalah teamwork, analysis & problem solving, collaborative workstyle, dan solution oriented/outcome driven. Kemampuan softskill merupakan faktor yang penting dalam menentukan kompetensi seseorang, kualifikasi pendidikan dan pengalaman tidaklah cukup. Jurusan yang paling banyak dicari adalah jurusan yang bekerja pada bidang operasional utama minyak, yaitu teknik perminyakan, teknik kimia, teknik mesin, dan teknik geofisika. / Human resource is one of the important factor included in the details of MP3EI (Master Plan Acceleration, Expansion, Development of Indonesia’s Economy). Where the main focus of this project is to have a local competent human resources, who are adequate in quality and quantity, for every main economic activities. This research is focused on the oil and gas sector in Pekanbaru, which is one of 22 major economic activities in Indonesia. The goal of this research is to map the quality of oil & gas industry workforce in Pekanbaru, and the quality demanded by the company. The respondent of this research are PT. Chevron Pacific Indonesia, Badan Operasi Bersama – PT. Bumi Siak Pusako dan Pertamina Hulu, dan PT. Energi Mega Persada, Bentu. Survey questionnaire is used to acquire the primary data, where company’s websites are used to collect secondary data, in addition, focus group discussion is held with BP Migas to obtain further insight. Data is processed by using fulfillment index method, where the data will be analyzed according to the results. Fulfillment value index for the oil and gas industry is 0.71. The majority of workers in the oil industry is a DLL (primary and juniorhigh school) that is equal to 38% of the total, followed by S1 by 25%, and 19% SMK, D3 S2 by 16% and 2%. Managerial positions are dominated by the S1 level with a value of 88.5%, with the proportion of supervisors by the DLL by 53.9%, while the operator is dominated by SMK proportion of 77.7%. Based on the level of office, fulfillment value for the index is the highest managerial level that is equal to 0.84, followed by 0.78 for supervisors and operators of 0:49. Based on the level of education, the value of the index for the fulfillment level of S2 is 0.83, 0.82 for diikut D3 and S1 by 0.8, where the values for the three levels of education are almost the same, the lowest two are at 0:56 and DLL SMK at 12:43. Four soft skills are most sought after as qualified workers in the oil and gas industry is teamwork, analysis and problem solving, collaborative workstyle, and solution oriented / outcome driven. The ability of soft skills is an important factor in determining a person's competence, qualifications and experience are not enough. Subject of the most sought after is the direction you are working on key operational areas of the oil, ie petroleum engineering, chemical engineering, mechanical engineering, and engineering geophysics.
