Abstract

Kemacetan merupakan salah satu masalah utama kota DKI Jakarta. Untuk mengatasi hal tersebut, Pemerintah Provinsi DKI Jakarta meluncurkan program Bus Rapid Transit Transjakarta yang disediakan oleh PT. Transportasi Jakarta sejak tahun 2004 agar masyarakat beralih menggunakan transportasi publik. Rute 13C yang menghubungkan kota Tangerang dengan DKI Jakarta memiliki peran penting bagi masyarakat Tangerang yang melakukan perjalanan ke DKI Jakarta. Dengan terjadinya pandemi COVID-19, diberlakukan penyesuaian pada operasional Transjakarta, seperti pembatasan kapasitas bus menjadi 50% dan modifikasi rute. Penelitian ini bertujuan untuk mengevaluasi kesesuaian kondisi operasional Transjakarta rute 13C berdasarkan parameter kecepatan, frekuensi, headway, waktu tunggu penumpang, waktu perjalanan, dan load factor terhadap Standar Pelayanan Minimal (SPM) di masa Pembatasan Sosial Berskala Besar Fase II. Penelitian ini juga membahas dampak perpendekan rute 13C pada pelayanan halte Tirtayasa dan Rawa Barat yang awalnya Puri Beta 2 – Dukuh Atas, menjadi Rawa Barat – Dukuh Atas di siang hari. Pada halte Tirtayasa, dibahas mengenai pergerakan penumpang bus 13C (Dukuh Atas – Puri Beta 2) yang melakukan transfer ke bus yang tetap mengarah ke Puri Beta 2. Pada halte Rawa Barat, dibahas mengenai pergerakan penumpang yang menggunakan bus 13C (Puri Beta 2 – Dukuh Atas). Penelitian ini menggunakan data yang berasal dari ride check, observasi, dan studi literatur. Hasil evaluasi menunjukkan 97,86% data kecepatan dan 100% data waktu perjalanan bus sesuai SPM. Namun, lebih dari 90% data frekuensi yang lebih sering dari SPM membuat 45% data headway, 80,38% data waktu tunggu, dan beberapa data load factor bus pada jam 06.30-08.00 dan 16.00-17.30 tidak sesuai SPM. Penelitian ini merekomendasikan perubahan frekuensi kedatangan bus arah Dukuh Atas dari 9-12 bus/jam menjadi 6 bus/jam di pagi hari dan 5-8 bus/jam menjadi 5 bus/jam di sore hari. Hasil analisis halte menunjukkan perpendekan rute 13C tidak membuat pergerakan transfer penumpang pada siang hari meningkat dengan total 71 penumpang/jam di halte Tirtayasa, namun meningkat dari 36 ke 110 penumpang/jam di halte Rawa Barat. Hal tersebut dapat diakomodir halte Rawa Barat yang memiliki kapasitas untuk 124 penumpang. / Traffic congestion is one of the main problems in DKI Jakarta. To mitigate this problem, the government of DKI Jakarta launched the Transjakarta Bus Rapid Transit program, provided by PT. Transportasi Jakarta since 2004, to encourage people in utilizing public transportation. Route 13C that connects the city of Tangerang with DKI Jakarta, is vital for the people traveling back and forth from Tangerang to DKI Jakarta. However, with the COVID-19 pandemic, there are several adjustments to the Tranjakarta operations, such as limiting the bus capacity to 50% of the normal capacity and route modification. This study aims to evaluate the suitability of the operational performance of Transjakarta route 13C. The parameters for evaluations are speed, frequency, headway, waiting time, travel time, and load factor in comparison to the Minimum Service Standards (SPM), especially during Large-Scale Social Restriction Policy phase II. This study also discusses the impact of the 13C route shortening at Tirtayasa and Rawa Barat bus stops. The route were from Puri Beta 2 – Dukuh Atas, but changed to Rawa Barat – Dukuh Atas from 10.00-16.00. At Tirtayasa bus stop, this study focuses on the movement of route 13C passengers (Dukuh Atas – Puri Beta 2) who transits to a bus that is still headed to Puri Beta 2. At Rawa Barat bus stop, this study focuses on the passengers who rides the route 13C bus. This study uses data obtained from ride checks, observations, and literature studies. The results of the evaluation show that 97,86% of speed data and 100% of travel time data are within the recommended value in SPM. But, there are 90% frequency data that are more frequent than SPM so that 45% headway data, 80,38% waiting time data, and some load factor data at 06.30-08.00 and 16.00-17.30 are not within the standard. This study recommends adjusting the frequency of the buses heading to Dukuh Atas from 9-12 buses/hour to 6 buses/hour in the morning and 5-8 buses/hour to 5 buses/hour in the evening. The result of the bus stop evaluation shows that the shortening of the route 13C dit not increase the daytime transfer movement with total of 71 passenger/hour at the Tirtayasa bus stop, but increased from 36 to 110 passenger/hour at the Rawa Barat stop. However, this can be accommodated with the 124 passenger capacity at Rawa Barat bus stop.
