Abstract

Shanghai Cooperation Organization (SCO) was established in April 2001. Figthing against terorism is one of the main purpose of this organization. Five months later, after SCO was established, there was a terorist attack in New York City and Washington DC, USA, the event was known as the 9/11. This incident has created a common enemy for the SCO members and the US. As a result, both Russia and China, as the leaders of SCO offered the US a place in Central Asia to built its military base so it can be used as transit place in fighting the Taliban in Afghanistan. After several years, the presence of the US in Central Asia seen to be a treat for both the interest of Russia and China in the region. Hence, Russia and China are trying to limit the influence of the US in Central Asia by using the SCO (Shanghai Cooperation Organization).
