Abstract

Kepadatan penduduk yang tinggi di DKI Jakarta menyebabkan harga hunian menjadi mahal karena demand tempat tinggal melebihi supply lahan. Guna menyediakan hunian bagi penduduk yang tidak sanggup untuk membeli hunian, pemerintah menyediakan rumah susun yang dapat dibeli kepemilikannya, yaitu Rusunami. Salah satu Rusunami yang ada di DKI Jakarta adalah Rusunami Bandar Kemayoran. Selain dengan harga yang terjangkau, proyek Rusunami tersebut dapat dikatakan benar-benar berhasil apabila kepuasan para penghuninya terpenuhi. Untuk mengetahui apakah pemerintah berhasil memuaskan penghuni Rusunami atau tidak, maka perlu dilakukan sebuah evaluasi pasca huni dengan menggunakan Post-Occupancy Evaluation (POE), dimana yang menjadi penilainya adalah para penghuni Rusunami tersebut. Metode pengumpulan data yang digunakan pada penelitian ini adalah wawancara dan kuesioner. Penghuni diwawancara guna memberikan nilai berskala 1 sampai 5 terhadap faktor-faktor hunian yang tertera pada kuesioner. Data hasil evaluasi selanjutnya diolah dengan cara menghitung nilai rata-rata kepuasan untuk setiap faktor hunian dan keseluruhan faktor hunian. Dari 40 faktor hunian Rusunami Bandar Kemayoran yang diolah datanya, ada 23 faktor hunian yang berhasil memuaskan penghuni, sedangkan 17 faktor hunian lainnya belum berhasil memuaskan penghuni. Nilai rata-rata kepuasan penghuni Rusunami Bandar Kemayoran terhadap seluruh faktor hunian adalah sebesar 3.15, dimana angka tersebut menandakan bahwa penghuni puas. Rusunami Bandar Kemayoran dapat dikatakan sebagai proyek yang berhasil dari segi customer satisfaction atau kepuasan penghuni. / The high population density in DKI Jakarta causes residence prices to become expensive because demand for housing exceeds land supply. To provide shelter for residents who cannot afford to buy housing, the government provides flats that the ownership can be purchased, named Rusunami. One of the Rusunami in DKI Jakarta is Rusunami Bandar Kemayoran. Besides of the affordable prices, the Rusunami project can be said to be truly successful if the satisfaction of its residents is fulfilled. To find out whether the government has succeeded in satisfying the residents of Rusunami or not, it is necessary to conduct a post-occupancy evaluation using Post-Occupancy Evaluation (POE), where the assessors are the residents of the Rusunami. Data collection methods used in this study were interviews and questionnaires. Residents were interviewed to give a scale of 1 to 5 to the dwelling factors listed on the questionnaire. The evaluation results are then processed by calculating the average value of satisfaction for each occupancy factor and overall occupancy factors. Of the 40 dwelling factors of the Bandar Kemayoran Rusunami, there were 23 dwelling factors that successfully satisfied the occupants, while the other 17 dwelling factors had not succeeded in satisfying the occupants. The average value of satisfaction of the residents of Bandar Kemayoran Flats for all dwelling factors is 3.15, where the number indicates that the occupants are satisfied. Bandar Kemayoran Rusunami can be said to be a successful project in terms of customer satisfaction or residents’ satisfaction.
