Abstract

Advances in science, information technology, communication and strategic environmental changes require that state civil apparatus or civil servants to perform their duties properly. Given the importance of the position and role of civil servants, civil servants are always required to carry out their duties, to concentrate all the attention and to exert all power, energy, and outcomes. This research aims to determine effect of employee empowerment and training on employee performance with organizational citizenship behavior as mediating variable. This research was tested to civil servants of Research and Development Agency, Indonesian Ministry of Home Affairs. Data collection was conducted through field research techniques (surveys) by spreading questionnaires to civil servants amounting to 117 respondents. Data was processed using Structural Equation Model (SEM) based variance namely Partial Least Square (PLS). The results of the study indicate that Employee Empowerment and Training has a positive effect on Organizational Citizenship Behavior. Employee Empowerment, Training and Organizational Citizenship Behavior has a positive effect on Employee Performance. Organizational Citizenship Behavior has a significant effect mediates between Employee Empowerment and Employee Performance. Organizational Citizenship Behavior does not have a significant effect mediates between Training and Employee Performance. / Kemajuan ilmu pengetahuan, teknologi informasi dan komunikasi serta perubahan lingkungan strategis menuntut aparatur sipil negara atau Pegawai Negeri Sipil untuk dapat menjalankan tugasnya dengan baik. Mengingat pentingnya kedudukan dan peran pegawai negeri sipil, pegawai negeri sipil senantiasa dituntut untuk menjalankan tugas-tugasnya, memusatkan seluruh perhatian dan mengerahkan segala daya dan tenaga secara berdaya dan hasil guna. Penelitian ini bertujuan untuk mengetahui pengaruh employee empowerment dan training terhadap employee performance yang dimediasi oleh organizational citizenship behavior. Penelitian ini diuji kepada pegawai negeri sipil Badan Penelitian dan Pengembangan Kementerian Dalam Negeri. Pengumpulan data dilakukan melalui teknik riset lapangan (survei) dengan menyebarkan kuesioner kepada pegawai negeri sipil berjumlah 117 responden. Data diolah dengan menggunakan metode Structural Equation Model (SEM) yang berbasis varians yaitu Partial Least Square (PLS). Hasil dari penelitian mengindikasikan bahwa Employee Empowerment dan Training berpengaruh positif terhadap Organizational Citizenship Behavior. Employee Empowerment, Training dan Organizational Citizenship Behavior berpengaruh positif terhadap Employee Performance. Organizational Citizenship Behavior terbukti signifikan sebagai pemediasi Employee Empowerment dan Employee Performance. Organizational Citizenship Behavior terbukti tidak signifikan sebagai pemediasi Training dan Employee Performance.
