Abstract

Pangan adalah segala sesuatu yang berasal dari sumber hayati produk pertanian, perkebunan, kehutanan, perikanan, peternakan, perairan, dan air, baik yang diolah maupun tidak diolah yang diperuntukkan sebagai makanan atau minuman bagi konsumsi manusia, termasuk bahan tambahan Pangan, bahan baku Pangan, dan bahan lainnya yang digunakan dalam proses penyiapan, pengolahan, dan/atau pembuatan makanan atau minuman. Peran pokok pangan sangat penting dalam kehidupan sehari-hari untuk mempertahankan kelangsungan hidup, melindungi dan menjaga kesehatan, serta berguna untuk mendapat energi yang cukup untuk bekerja secara produktif. Makanan dan minuman yang dikonsumsi manusia haruslah makanan dan minuman yang baik dan bermanfaat bagi tubuh, serta halal untuk dikonsumsi. Kebutuhan pangan setiap orang berbeda-beda. Konsumsi pangan harus disesuaikan dengan kebutuhan masing-masing individu. Gula merupakan salah satu komoditi pangan yang paling banyak dikonsumsi manusia selain beras. Akhir-akhir ini terdapat sebuah kasus yang cukup menarik perhatian bersumber dari salah satu media elektronik terhadap kasus gula khususnya dalam hal ini adalah gula kristal putih. Kasus ini bermula dari adanya gula kristal putih dalam jumlah yang cukup banyak ditemukan oleh Kepolisian dan Satgas Pangan di daerah Jawa Tengah pada tanggal 10 Mei 2017 yang mana gula kristal putih tersebut ditemukan tanpa adanya logo SNI. Selain itu juga dari sisi perizinannya tidak lengkap dan tidak layak untuk suatu kegiatan usaha industri gula sehingga melanggar Peraturan Perundang-Undangan yang berlaku. Peraturan Perundang-Undangan yang dimaksud dalam hal ini adalah mengenai Perlindungan Konsumen yang dalam perkembangannya pada tanggal 20 April 1999 Pemerintah Republik Indonesia telah mengeluarkan suatu kebijakan baru dengan diberlakukannya Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen. Selain itu juga melanggar ketentuan peraturan SNI wajib produk gula kristal putih yang dalam hal ini pada 17 Juni 2013 Pemerintah mengeluarkan dan mengesahkan Peraturan Menteri Pertanian Nomor 68/PERMENTAN/OT.140./6/2013 tentang Pemberlakuan Standar Nasional Indonesia Gula Kristal Putih Secara Wajib. Pemberlakuan SNI GKP ini secara wajib berlaku juga untuk GKP produksi dalam negeri maupun impor wajib memenuhi persyaratan SNI. Pemberlakuan SNI GKP diberlakukan bagi GKP dalam kemasan maupun GKP yang diproses kemas ulang / Food is anything that comes from biological sources of agricultural, plantation, forestry, fishery, livestock, aquatic, and water products, whether processed or unprocessed for food or beverage for human consumption, including Food additives, Foodstuffs, and other materials used in the process of preparing, processing, and / or making food or drink. The main role of food is very important in everyday life to maintain survival, protect and maintain health, and useful to get enough energy to work productively. Food and beverages consumed by humans should be good food and drink and beneficial to the body, and kosher for consumption. Every person's food needs are different. Food consumption should be tailored to the needs of each individual. Sugar is one of the most consumed food commodities besides rice. Lately there is a case that is interesting enough sourced from one of the electronic media to the case of sugar, especially in this case is white crystal sugar. This case stems from the presence of white crystal sugar in considerable quantities found by the Police and Food Officer in Central Java on May 10, 2017 in which the white crystalline sugar was found in the absence of the SNI logo. In addition, in terms of licensing is not complete and not feasible for a sugar industry business activities in violation of applicable Laws and Regulations. The legislation referred to in this respect is concerning Consumer Protection which in its development on 20 April 1999 the Government of the Republic of Indonesia has issued a new policy with the enactment of Law No. 8 of 1999 on Consumer Protection. In addition, it violates the provisions of the mandatory SNI regulation of white crystal sugar products which in this case on June 17, 2013 the Government issued and approved the Regulation of the Minister of Agriculture No. 68 / PERMENTAN / OT.140 / 6/2013 on the Compulsory Enforcement of Indonesian National Standard of White Crystal Sugar . The enforcement of this SNI shall also apply also to white crystal sugar of domestic and imported production shall meet the requirements of SNI.
