Abstract

The basic mindset to write this thesis is to enhance women’s participation on National Development sectors. Gender issues are classified as global issues which took almost every country’s attention. Gender issue brings the meaning of a condition where at some fundamental points, women are excluded from analyses of state, international political economy, and international security. As a commitment to achieve gender equality and to reduce number of people live in poverty, disease, and other factors of developmental backwardness, Millennium Development Goals is agreed and signed by leaders from around the world. It represents the foundation and framework of international cooperation in achieving the eight goals no later than 2015. Problem formulation that is being highlighted in the thesis is lack of education as major obstacle to accessing tools that could improve people’s lives. The research question needed to be answered is how different actors, both national actors and international actors in Indonesia cooperate to achieve the same goal, promoting gender equality and empowers women as part of Millennium Development Goals? This research is conducted based on the Liberalist, Feminist, and Constructivist perspective using the concepts of Liberal Institutionalism, International Cooperation between State and Nonstate Actors, Millennium Development Goals, and Gender Equality. The research method used in this thesis is the Qualitative method. Data collection is through the Qualitative Interview and Documentary Study. The analysis of this research finds that participation of international actors such as United Nations Development Program, Asian Development Bank, other UN agencies, and MNCs, can be seen through programmes of socialization, gender advocacy, gender mainstreaming, capacity building in collaboration with national actors such as State Ministry for Women Empowerment and Child Protection of Republic Indonesia and State Ministry of National Education of Republic Indonesia.
