Abstract

This thesis examines how the parliamentary threshold or better known as the parliamentary threshold is applied and regulated in Indonesia and how the development of political and social history in Indonesia ends in the implementation of the Parliamentary Threshold. First applied to the 2009 Legislative Election on the basis of Article 202 in Law Number 8 of 2008, Parliamentary Threshold has also become a new norm in the political life of this country but this policy is not without its own controversy. It is this controversy that raises the question of whether Parliamentary Threshold is the right policy to be applied in Indonesia at this time, and how its regulation can be clarified by the existing conditions. The results of the research and analysis of the author also led to the conclusion that the Parliamentary Threshold was chosen in balancing the number of political parties in parliament because of a compromise made. It is this compromise that balances the desire to make a more stable parliament by reducing the number of fractions of political parties in the DPR but in a way that maintains people's principles and democracy. Based on this research, it is recommended that a revision of the Parliamentary Threshold regulation be made, where an increase in the threshold number in each legislative election can curb and complicate the steps of the new party in participating in general elections and participate in nation-building.
