Abstract

Korupsi adalah tindakan melawan hukum dengan maksud memperkaya diri sendiri, orang lain, atau korupsi yang berakibat merugikan negara atau perekonomian negara (Undang-Undang No. 20 Tahun 2001). Lembaga Komisi Pemberantasan Korupsi adalah sebuah lembaga pemerintahan yang dipercayai masyarakat untuk menangani kasus – kasung korupsi yang semakin merajalela di Indonesia. Lembaga KPK berlokasi di Jalan Rasuna Said, Kuningan, Jakarta Selatan. KPK memiliki peran berarti yang mendorong agar upaya pemberantasan korupsi oleh lembaga-lembaga yang telah ada sebelumnya menjadi lebih efektif dan efisien. Sebagai lembaga masyarakat yang menjunjung tinggi kepercayaan masyarakat, KPK tentu memiliki strategi dalam meraihnya salah satunya dengan membuat Program Festival Suara Anti Korupsi. Penelitian ini bertujuan untuk memahami strategi perencanaan program dengan menggunakan konsep Scott M. Cutlip & Allen H. Center (Prentice-Hall, Inc. 1982:123) yakni mendefinisikan masalah (Defining the problem), perencanaan dan pemrograman (Planning and Programming), pengambilan tindakan dan komunikasi (Taking Action and Communicating) dan mengevaluasi program (Evaluating the program), dimana melibatkan tahap implementasi dan melihat hasil evaluasi dari pelaksanaan program ini untuk mengatasi kekurangan atau hambatan yang terjadi selama proses kegiatan dilakukan. Metode yang digunakan adalah metode kualitatif dengan pendekatan studi kasus tunggal, dimana peneliti mendapatkan informasi mengenai penelitian melaluli wawancara, obeservasi dan riset peneletian perpustakaan. Hasil dari penelitian ini adalah pelaksanaan Program Festival Suara Anti Korupsi yang sudah berjalan dua tahun ini memberikan dampak positif baik bagi KPK maupun bagi masyarakat, selain mengembangkan kreatifitas masyarakat maka KPK juga memiliki jaringan gerakan anti korupsi yang lebih luas. / Corruption is unlawful with the intention of enriching oneself, other people, or corruption that results in the disadvantage of the state or the economy of the country (Law No. 20 of 2001). The Corruption Eradication Commission (KPK) is a government institution trusted by the public to handle the increasingly rampant cases of corruption in Indonesia. The KPK is located at Jalan Rasuna Said, Kuningan, South Jakarta. KPK has a meaningful role that encourages efforts to eradicate corruption by pre-existing institutions to be more effective and efficient. As a community institution that upholds the trust of the community, KPK certainly has a strategy in reaching one of them by making the Anti-Corruption Voice Program Festival. This study aims to understand the strategy of program planning by using the concept of Scott M. Cutlip & Allen H. Center (Prentice-Hall, Inc. 1982: 123) that defines the problem (Defining the problem), planning and programming (Planning and Programming), retrieval actions and communications (Taking Action and Communicating) and evaluating the program (Evaluating the program), which involves the implementation stage and see the results of the evaluation of the implementation of this program to overcome the shortcomings or barriers that occur during the process of activities carried out. The method used is a qualitative method with a single case study approach, where researchers get information about research melaluli interviews, obeservasi and research peneletian library. The result of this research is the implementation of Anti-Corruption Voice Program Program which has been running for two years gives positive impact for KPK and also for society, in addition to developing the creativity of the community, KPK also has a wider network of anti-corruption movement.
