Abstract

Indonesia menjalin kerja sama bilateral dengan Australia cukup lama, namun mengalami gejolak politik yang mengakibatkan berhentinya perjanjian IA-CEPA. Penelitian ini bertujuan untuk menganalisa kepentingan nasional Indonesia yang menjalin kembali kerja sama dengan Australia dalam perjanjian IA-CEPA. Regionalisme Indonesia dan Australia merupakan faktor pendukung terjadinya perjanjian tersebut. Adanya kesamaan visi Indonesia dengan Australia dalam sektor perdagangan, menjadi faktor pendukung tercapainya perjanjian IA-CEPA, yaitu untuk memperluas perdagangan antar kedua. Namun, salah satu tujuan IA-CEPA adalah untuk mengurangi pengaruh Cina di Asia Pasifik, khususnya Indonesia. Penggunaan teori Realisme yang didukung oleh konsep kepentingan nasional, regionalisme, bilateral, dan balancing menjadi landasan penulis untuk menjawab pertanyaan penelitian. Penulis menggunakan pendekatan kualitatif dan metode deskriptif. Hasil penelitian menunjukkan bahwa terdapat keuntungan bagi Indonesia dalam menjalankan kerja sama IA-CEPA. Bebasnya tarif ekspor Indonesia ke Australia menjadi salah satu bukti keuntungan yang didapat dalam perjanjian IA-CEPA. Keuntungan tersebut membuat Indonesia menjadi lebih mandiri sehingga dapat terlepas dari ketergantungan secara ekonomi dengan Cina, yang merupakan salah satu mitra dagang terbesar bagi Indonesia. IA-CEPA juga merupakan jembatan bagi Indonesia untuk mengamankan posisinya di RCEP. Namun Indonesia tetap menjalin hubungan bilateral terhadap Cina. Adanya IA-CEPA dapat memenuhi kepentingan nasional Indonesia, yaitu untuk meningkatkan perdagangan Indonesia dan Australia, serta mereduksi pengaruh Cina di Asia Pasifik. Oleh karena itu, Indonesia mempertahankan kebijakan luar negerinya yang tidak berpihak kepada satu negara atau kawasan./Indonesia has held bilateral agreement with Australia for a longtime, however experienced political turmoil which resulted in the termination of IA-CEPA agreement. This research aims to analyze Indonesia’s national interests in re-establishing cooperation with Australia in the IA-CEPA agreement. Regionalism of Indonesia and Australia is a supporting factor in the IA-CEPA agreement. A common ground between Indonesia and Australia vision in the trade sector is the main reason of re-establishment of IA-CEPA agreement, namely, to expand trade between the two. However, one of the objectives of IA-CEPA is to reduce China’s influence in Asia Pacific, particularly Indonesia. The use of realism theory which is supported by the concepts of national interests, regionalism, bilateral and balancing will be the basis for the author to answer the research questions. The author uses a qualitative approach and descriptive methods. The result shows that there are several advantages for Indonesia in carrying out IA-CEPA agreement. The free tariff measures for Indonesian exports to Australia is one of the benefits obtained in the IA-CEPA agreement. This advantage allows Indonesia to be more economically independent from China dependency, whish is one of Indonesia’s largest trading partners. IA-CEPA has also become a bridge for Indonesia to secure its position in the RCEP. However, Indonesia continues to maintain bilateral relations with China. The agreement of IA-CEPA can fulfill Indonesia’s national interest, namely, to increase trade between Indonesia and Australia and reduce China’s influence in the Asia Pacific. Therefore, Indonesia maintains its foreign policy that does not take side with one country or region.
