Abstract

Indonesia memiliki keanekaragaman budaya yang dapat digunakan sebagai instrumen dalam diplomasi publik Indonesia di luar negeri. Salah satu inisiatif yang dilakukan Indonesia dalam mengelola kekuatan budaya dalam kegiatan diplomasinya adalah pembentukan Rumah Budaya di bawah naungan sejumlah Kedutaan Besar Republik Indonesia di negara sahabat. Rumah Budaya di Belanda, sebagai contoh, menjadi daya tarik negara untuk warga Belanda yang ingin mengenal lebih dalam Indonesia. Rumah Budaya ini berperan sebagai instrumen diplomasi publik yang menjangkau berbagai kalangan masyarakat sipil di Belanda yang pada akhirnya memperkuat hubungan bilateral antara Indonesia dan Belanda. Penelitian ini mengkaji apa saja peran dan kegiatan Rumah Budaya ini dalam menjalankan diplomasi publik di Belanda. Dengan menggunakan teori konstruktivisme dan didukung oleh konsep Kebijakan Luar Negeri, diplomasi dan diplomasi publik, penelitian ini menggambarkan peran penting Rumah Budaya di Belanda melalui tiga bentuk utama yaitu culture learning, culture expression dan advocacy and promotion. Ketiga bentuk diplomasi publik melalui Rumah Budaya ini memiliki sejumlah unggulan karena mampu menarik perhatian warga Belanda. Akan tetapi, tantangan-tantangan juga muncul seperti dalam hal pendanaan, khususnya letak geografis Indonesia dan Belanda yang cukup jauh sehingga mengemas pertunjukan budaya dan peralatan dari Indonesia menjadi mahal./ Indonesia has cultural diversity that can be used as an instrument in Indonesian public diplomacy abroad. One of the initiatives taken by Indonesia in managing cultural strength in its diplomatic activities is the establishment of a Rumah Budaya under the auspices of a number of Indonesian Embassies in friendly countries. Rumah Budaya in The Netherlands, for example, is the country's main attraction for Dutch citizens who want to know more about Indonesia. Rumah Budaya acts as an instrument of public diplomacy that reaches various groups of civil society in The Netherlands, which in turn strengthens bilateral relations between Indonesia and the Netherlands. This research examines the roles and activities of the Rumah Budaya in carrying out public diplomacy in the Netherlands. By using constructivism theory and supported by the concepts of foreign policy, diplomacy and public diplomacy, this study describes the important role of the Rumah Budaya in The Netherlands through three main forms, namely culture learning, culture expression and advocacy and promotion. These three forms of public diplomacy through Rumah Budaya have a number of advantages because they are able to attract the attention of Dutch citizens. However, challenges also arise such as in terms of funding, especially the geographic location of Indonesia and the Netherlands which are quite far away packaging cultural performances and equipment from Indonesia is expensive.
