Abstract

Industri pariwisata merupakan bagian dari ASEAN Economic Community (AEC) yang berperan penting dalam pembangunan dan pengembangan ekonomi suatu negara. Adapun kontribusi industri pariwisata dalam peningkatan devisa negara anggota ASEAN mengalami peningkatan sebesar 4,6 % per tahun. Angka tersebut dinilai dapat terus meningkat setiap tahunnya, sehingga Indonesia menciptakan nation branding “Wonderful Indonesia” dan melakukan kerja sama dengan ASEAN Tourism Forum (ATF) dalam rentang waktu 2011-2015 untuk melestarikan dan terus meningkatkan pariwisatanya. Adapun tujuan dari penelitian ini adalah untuk mendapatkan gambaran dan menganalisis secara sigkat bentuk kebijakan dan kerja sama apa saja yang ditempuh oleh pemerintah dalam pengembangan pariwisata di Indonesia dan mengidentifikasi keterlibatan aktor negara dan non-negara, serta kontribusinya dalam mengimplementasikan kebijakan. Sehingga penulis menggunakan teori Neoliberalisme dan Metode Kualitatif Deskriptif serta teknik pengumpulan data melalui studi kepustakaan dan studi daring dalam menganalisis penelitian ini. Berdasarkan hasil penelitian yang telah dilakukan oleh penulis, maka dapat disimpulkan bahwa melalui program-program Wonderful Indonesia yang bekerja sama dengan ASEAN Tourism Forum (ATF) dapat menciptakan kontribusi yang signifikan dalam perkembangan pariwisata di Indonesia. Hal ini dibuktikan dengan adanya kerja sama tersebut, industri pariwisata Indonesia mengalami peningkatan dari segi kunjungan wisatawan mancanegara, peningkatan realisasi investasi di Indonesia, dan peningkatan pendapatan devisa Indonesia. Bahkan menurut ASEAN Statistics Database, Indonesia merupakan negara anggota ASEAN yang paling tinggi mengalami peningkatan Produk Domestik Bruto (PDB) selama tahun 2011 sampai tahun 2015 dan menduduki posisi ke 50 dunia dari 141 negara pada sektor pariwisata. Oleh sebab itu, dengan adanya SDM yang memumpuni dan SDA yang melimpah, maka penulis juga menilai Indonesia akan terus memiliki potensi dalam meningkatkan pariwisatanya di masa depan./The tourism industry is part of the ASEAN Economic Community (AEC) which plays an important role in the development and and development of a country's economy. The contribution of the tourism industry in increasing foreign exchange for ASEAN member countries has increased by 4.6% per year. This figure is considered to continue to increase every year, Indonesia creates the nation branding "Wonderful Indonesia" and cooperates with the ASEAN Tourism Forum (ATF) in the 2011-2015 timeframe and continue to improve its tourism. The purpose of this research is to get an overview and briefly analyze what forms of policy and cooperation are being pursued by the government in tourism development in Indonesia and identify the involvement of state and non-state actors, as well as their contribution in implementing policies. The researcher ini analyzing this research used Neoliberalism theory and Descriptive Qualitative Methods and data collection techniques through library research and online studies. Based on the results of research that has been carried out by the author, it can be concluded that through Wonderful Indonesia programs in collaboration with the ASEAN Tourism Forum (ATF) can create a significant contribution to the development of tourism in Indonesia. As evidenced by this collaboration, the Indonesian tourism industry has increased in terms of foreign tourist arrivals, increased investment realization in Indonesia, and increased Indonesian foreign exchange earnings. In fact, according to the ASEAN Statistics Database, Indonesia is the ASEAN member country with the highest increase in Gross Domestic Product (GDP) during 2011 to 2015 and occupies the 50th position in the world out of 141 countries in the tourism sector. Therefore, with the existence of qualified human resources and abundant natural resources, the authors also assess that Indonesia will continue to have the potential to increase its tourism in the future.
