Abstract

Perjanjian Bilateral saat ini sering dilakukan oleh beberapa Negara, salah satunya adalah Indonesia dan Australia dalam kerangka Indonesia Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Kerjasama ini dilakukan untuk memenuhi kebutuhan dari masing-masing Negara dan membangun hubungan yang harmonis. Kerjasama Indonesia - Australia Dalam kerangka IA CEPA terdapat kesepakatan yang belum pernah ada di perjanjian lainnya yaitu investasi pendidikan. Hal ini menjadi sebuah hal baru untuk Indonesia karena belum ada perjanjian serupa untuk investasi pendidikan. Penelitian ini memiliki tujuan untuk menganalisis tantangan apa yang dihadapi Indonesia dan peluang apa saja yang harus dimanfaatkan serta didapatkan secara maksimal dalam kerjasama tersebut. Penelitian ini menggunakan perspektif Neoliberalisme dan didukung oleh beberapa konsep sebagai pisau analisa diantaranya adalah Kebijakan Luar Negeri, Kerjasama Bilateral, Perjanjian Internasional dan Investasi Asing Langsung. Untuk pendekatan yang digunakan adalah kualitatif dengan metode penelitian deskriptif analitik. Pengumpulan data penelitian dilakukan dengan cara wawancara dan studi kepustakaan. Wawancara dilakukan kepada pihak yang berwenang dan memiliki kualifikasi dalam permasalahan perjanjian investasi pendidikan pada kerangka kerjasama IA CEPA. Hasil penelitian menunjukan bahwa adanya tantangan dalam perjanjian kerjasama komprehensif yaitu dikeluarkannya sektor investasi pendidikan dalam daftar negatif investasi dan penyesuaian kurikulum. Namun peluang yang cukup besar juga dapat dimanfaatkan yaitu pengembangan Sumber Daya Manusia dan Peningkatan Ekonomi. Kata kunci : IA CEPA, Indonesia, Australia, Investasi Asing Langsung, Kerjasama Bilateral/ Bilateral agreements are currently often carried out by several countries, one of which is Indonesia and Australia within the framework of the Indonesia Australia Comprehensive Economic Partnership Agreement (IA-CEPA). This cooperation is carried out to meet the needs of each country and build harmonious relations. Indonesia-Australia Cooperation Within the framework of the IA CEPA there is an agreement that has never existed in any other agreement, namely education investment. This is a new thing for Indonesia because there is no similar agreement for education investment. This study aims to analyze what challenges Indonesia faces and what opportunities must be utilized and obtained optimally in this collaboration. This study uses the perspective of Neoliberalism and is supported by several concepts as an analytical knife including Foreign Policy, Bilateral Cooperation, International Agreements and Foreign Direct Investment. The approach used is qualitative with analytical descriptive research methods. Research data collection is done by means of interviews and literature study. Interviews were conducted with competent and qualified parties in the issue of education investment agreements in the IA CEPA cooperation framework. The results of the study indicate that there are challenges in the comprehensive cooperation agreement, namely the exclusion of the education investment sector in the negative investment list and curriculum adjustments. However, large opportunities can also be exploited, namely the development of Human Resources and Economic Improvement.
