Abstract

Bali merupakan salah satu destinasi pariwisata utama di Indonesia, oleh sebab itu pembangunan infrastruktur sebagai fasilitas bagi para wisatawan terus dibangun terutama pembangunan hotel dan villa. Keterlambatan pembangunan yang disebabkan oleh berbagai faktor merupakan permasalahan utama yang harus dihadapi selama berlangsungnya pembangunan konstruksi. Dibutuhkan manajemen proyek yang baik untuk dapat menghindari terjadinya keterlambatan proyek. Pada penelitian ini menggunakan metode penelitian survei dengan menggunakan kuesioner atau angket, wawancara, dan observasi sebagai metode pengumpulan data. Untuk faktor keterlambatan konstruksi hotel dan villa dari sudut pandang kontraktor dibagi ke dalam delapan faktor yaitu: tenaga kerja, material, alat, perencanaan dan dokumen, pihak eksternal, kontrak dan keuangan, teknis dan lapangan, serta faktor lingkungan. Faktor-faktor tersebut didapat melalui studi Pustaka. Proses pengumpulan data dibagi dalam tiga tahap yaitu kuesioner tahap satu sebagai proses validasi pakar, kuesioner tahap dua untuk mencari faktor dan peristiwa yang paling berpengaruh, dan diakhiri dengan kuesioner tahap tiga untuk mencari solusi atau tindak lantjut terhadap setiap faktor dan peristiwa yang paling berpengaruh. Setelah penelitian didapatkan bahwa faktor eksternal merupakan faktor yang paling banyak menyebabkan keterlambatan proses pembangunan hotel dan villa di Bali. / Bali is one of the favorite tourism destinations in Indonesia, therefore infrastructure development as facilities for tourists continues to be built, especially the construction of hotels and villas. Development delays caused by various factors are the main problems that must be faced during construction development. Good project management is needed to avoid project delays. This study using survey research methods using questionnaires or questionnaires, interviews, and observations as data collection methods. The factors for delays in the construction of hotels and villas from the contractor's point of view are divided into eight factors, namely: labor, materials, tools, planning and documents, external parties, contracts and finance, technical and field, and environmental factors. These factors are obtained through library studies. The data collection process is divided into three stages, namely the first stage questionnaire as an expert validation process, the second stage questionnaire to find the most influential factors and events, and ends with the third stage questionnaire to find solutions or follow-up to each of the most influential factors and events. After the research, it was found that external factors were the most causing delays in the process of building hotels and villas in Bali.
