Abstract

Personal Health Record (PHR) adalah rekam data kesehatan pribadi pasien yang berasal dari Penyedia Fasilitas Layanan Kesehatan (PFLK) dan informasi dari pasien sendiri. Rekam medis tersebut dikelola oleh penyelenggara aplikasi dan pasien itu sendiri. Dengan adanya PHR, maka pasien dapat memilih kepada siapa, kapan, dan di mana data kesehatannya digunakan. Agar antara PFLK dapat menggunakan sumber rekam medis yang sama, maka diperlukan interoperabilitas antara Personal Health Record dengan berbagai PFLK. Tujuan dari penelitian ini adalah untuk merancang sistem interoperabilitas diantara PFLK yang dinaungi oleh Jaminan Kesehatan Nasional (JKN) melalui PHR. Sistem interoperabilitas yang dirancang berbasis format data standar FHIR melalui metode komunikasi Application Programming Interface (API). Implementasi perancangan ini diuji coba dengan menggunakan metode scenario testing yang memiliki dua bagian yaitu PHR dan PFLK. Pada bagian PHR terdapat Mobile Application, Database, dan juga API. Terdapat 2 PFLK yang masing-masing memiliki Website Application, Database, dan juga API. Berdasarkan hasil pengujian dari 12 scenario yang telah dilakukan, registrasi pengguna PHR sebagai pasien pada PFLK (Scenario 4 dan 8) dan pemberian akses kondisi rekam medis pribadi milik pasien pada dokter di PFLK (Scenario 6 dan 11) telah berhasil melakukan pengujian pemindahan data registrasi dan rekam medis pribadi dari satu PFLK ke PFLK lainnya. Maka dari itu, perancangan ini telah berhasil menyimulasikan kebutuhan sistem interoperabilitas PHR yang dapat diterapkan untuk program JKN./ Personal Health Record (PHR) is a personal record of patient health data originating from Health Service Facility Providers (HSFP) and information from the patient himself. Medical records are managed by the application provider and the patient themselves. With the PHR, patients can choose to whom, when, and where their health data is used. In order for HSFP to use the same medical record source, interoperability between Personal Health Records and various HSFP is required. The purpose of this study is to design an interoperability system among HSFP under the auspices of the National Health Insurance (NHI) through PHR. The interoperability system designed is based on the FHIR standard data format through the Application Programming Interface (API) communication method. This implementation design was tested using the scenario testing method which has two parts, namely PHR and PFLK. In the PHR section there are Mobile Application, Database, and API. There are 2 PFLKs, each of which has a Website Application, Database, and API. Based on the testing of 12 scenarios that have been carried out, the registration of PHR users as patients in the PFLK (Scenarios 4 and 8) and the provision of access to patient's medical records to doctors at the PFLK (Scenarios 6 and 11) have successfully tested the transfer of registration data and medical records from one PFLK to another. Therefore, this design has succeeded in simulating the need for a PHR interoperability system that can be applied to the JKN program.
