Abstract

The spread and increase in the number of Coronavirus Disease 2019 (COVID-19) cases is a form of threat throughout the world. While most of the countries chose to implement lockdown, the Government of Indonesia decided to take the step of Pembatasan Sosial Berskala Besar (Large-Scale Social Restrictions) which was ratified through Government Regulation Number 21 of 2020 on Large-Scale Social Restrictions in the Context of Accelerating the Handling of Coronavirus Disease 2019. In line with the ratification of these regulations, the 3M health protocol is a basic action that must be complied with and implemented by the community to reduce the spread of COVID-19. The issuance of policies related to the implementation of Pembatasan Sosial Berskala Besar and health protocols by the government resulted in a panic buying phenomenon that arose due to public concerns about the availability of basic daily needs including various kinds of personal protective equipment (APD), especially medical masks. The study has found that the problem was then used as a business opportunity for irresponsible parties, namely by increasing the price of masks. The research methodology used is normative legal research, using primary, secondary and tertiary data sources. The data analysis technique in this study was carried out through a literature study. Taking everything into account, this study aims to analyze the legal protection for consumers for the increase in prices and quality standards of medical masks during the COVID-19 pandemic based on applicable laws and regulations especially Law Number 8 of 1999 on Consumer Protection.
