Abstract

Bangkitnya kekuatan-kekuatan lain dikawasan Asia Pasifik membuat perubahan terhadap sistem internasional. Hal ini membuat kepemimpinan dan kehadiran Amerika Serikat di kawasan menjadi suatu hal yang perlu dipertegas. Sebagai kekuatan hegemoni di kawasan, Amerika Serikat menjadi salah satu aktor kunci dalam upaya menjaga keamanan dan stabilitas kawasan maupun secara global sejak berakhirnya perang dingin. Salah satu cara untuk mewujudkan strategi geopolitiknya dan sebagai legitimasi kekuatannya, Amerika Serikat menjalin hubungan dengan negara-negara di kawasan. Terorisme transnasional merupakan ancaman yang tidak terbatas pada suatu kedaulatan negara saja melainkan mencakup hal-hal yang lebih luas. Peristiwa 9/11 mempengaruhi kebijakan luar negeri Amerika Serikat dengan agenda War on Terror. Aksi terorisme transnasional yang terjadi di Filipina merupakan bentuk nyata dari ancaman terrorisme transnasional. Dimana dalam menanganinya Amerika Serikat memiliki peran yang penting dengan adanya sejarah kedekatan hubungan dan berbagai kerjasama militer yang dilakukan oleh Amerika Serikat dan Filipina. Teori Neorealisme menjelaskan bahwa struktur internasional yang anarki dapat menjadi salah satu indikator yang menjelaskan perilaku suatu negara dalam dunia internasional. Terutama bagi negara-negara untuk mempertahankan eksistensi dan kekuatannya sebagai bentuk dari menyeimbangkan kekuasaan dengan menggunakan kekuatan militer. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan pendekatan historical-comparative research dan case study. Dimana penulis mengumpulkan data studi untuk menemukan sifat dari peristiwa spesifik yang diteliti. Tulisan ini menunjukan bahwa isu Marawi merupakan hal yang penting bagi Amerika Serikat untuk mempertahankan kepemimpinannya dan kekuatannya di kawasan Asia Pasifik. Terutama dalam hal melawan terorisme transnasional yang melibatkan kelompok terorisme yang sangat kompleks. Oleh sebab itu dalam menjalankan misinya, Amerika Serikat perlu menjalin hubungan dengan negara-negara di kawasan./ The rise of other powers in the Asia Pacific region made changes to the international system. This makes the leadership and presence of the United States in the region something that needs to be emphasized. As a hegemonic power in the region, the United States has become one of the key actors in efforts to maintain regional and global security and stability since the end of the cold war. One way to realize its geopolitical strategy and as a legitimacy of its power, the United States of America establish relations with countries in the region. Transnational terrorism is a threat that is not limited to a state's sovereignty but covers broader matters. The events of 9/11 influenced the foreign policy of the United States with the War on Terror agenda. The transnational terrorism that took place in the Philippines is a real form of the threat of transnational terrorism. Where in handling it, the United States has an important role with the history of close relations and various military cooperation carried out by the United States and the Philippines. Neorealism theory explains that the anarchic international structure can be one indicator that explains the behavior of a country in the international world. Especially for countries to maintain their existence and strength as a form of balancing power by using military force. This research uses descriptive qualitative research method with historical-comparative research approach and case study. Where the authors collect study data to find the nature of the specific events studied. This paper shows that the Marawi issue is important for the United States to maintain its leadership and strength in the Asia Pacific region. Especially in terms of countering transnational terrorism which involves a very complex terrorism group. Therefore, in carrying out its mission, the United States needs to establish relations with countries in the region.
