Abstract

Sebagai negara tetangga dan saling termasuk dalam mitra dagang preferensial, Jepang dan Korea Selatan memiliki hubungan perdagangan yang baik, namun hubungan baik ini berubah ketika Jepang memutuskan untuk menetapkan hambatan non-tarif terhadap bahan-bahan semikonduktor kepada Korea Selatan. Keputusan Jepang ini dikhawatirkan akan menghambat industri semikonduktor Korea Selatan, karena keterbatasannya untuk memproduksi sendiri bahan-bahan tersebut, sehingga harus melakukan impor dari Jepang. Tujuan dari penelitian ini adalah menjelaskan secara rinci penyebab dan dinamika dari sengketa dagang ekspor bahan-bahan semikonduktor ini, serta memperlihatkan perbandingan hubungan dagang Jepang dan Korea Selatan sebelum dan setelah ditetapkan pembatasan ekspor. Untuk itu penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian studi kasus, kemudian menggunakan studi kepustakaan dan dilengkapi dengan penelusuran daring untuk teknik pengumpulan data, serta menganalisis data menggunakan analisis naratif dan analisis komparatif. Penelitian ini akan dibantu dengan asumsi-asumsi dari teori realisme, dan didukung dengan konsep kepentingan nasional, konsep kebijakan luar negeri, dan konsep hambatan perdagangan internasional. Ketiga hasil penelitian ini menjelaskan motif Jepang menetapkan pembatasan ekspor, dinamika sengketa dagang ekspor bahan-bahan semikonduktor, dan dampak sengketa dagang ekspor terhadap hubungan dagang Jepang dan Korea Selatan. Berdasarkan hasil penelitian, dapat disimpulkan bahwa sengketa dagang ekspor bahan-bahan semikonduktor ini memiliki dampak terhadap hubungan dagang Jepang dan Korea Selatan, khususnya untuk Jepang karena terjadi gerakan boikot oleh masyarakat Korea Selatan terhadap produk-produk Jepang dan untuk Korea Selatan tidak ada perubahan tren perdagangan yang signifikan pada bahan-bahan yang dibatasi meskipun Jepang menetapkan pembatasan ekspornya kepada Korea Selatan. / As neighbors and mutually preferential trading partners, Japan and South Korea have a good trade relation, but this good relationship changed when Japan decided to impose non-tariff barriers on semiconductor materials to South Korea. It is feared that Japan's decision will hamper South Korea's semiconductor industry, because of the limited availability of these materials, so they have to import from Japan. The purpose of this research is to explain in detail the causes and dynamics of the trade dispute on the export of these semiconductor materials, as well as to show a comparison of trade relations between Japan and South Korea before and after export restrictions were imposed. For this reason, this research uses a qualitative approach with case study research methods, then uses a literature study and is equipped with internet sources for data collection techniques, and analyzes data using narrative analysis and comparative analysis. This research will be supported by assumptions from realism theory, and supported by the concept of national interest, the concept of foreign policy, and the concept of international trade barriers. The three results of this research explain Japan's motives for setting export restrictions, the dynamics of trade disputes on exports of semiconductor materials, and the impact of export trade disputes on trade relations between Japan and South Korea. Based on the results of the research, it can be concluded that this trade dispute on the export of semiconductor materials has an impact on trade relations between Japan and South Korea, especially for Japan because of the boycott movement by the South Korean people towards Japanese products and for South Korea itself, there is no significant change in the trade trends on restricted materials even though Japan imposed restrictions on its exports to South Korea.
