Abstract

Kesenjangan upah merupakan salah satu bentuk dari ketidakadilan gender yang masih tumbuh dan berkembang sampai saat ini. Peran perempuan sebagai pencari nafkah sekunder menjadi salah satu alasan mengapa kesenjangan upah berbasis gender ini masih terjadi hingga saat ini di seluruh penjuru dunia, termasuk Indonesia. Isu ini merupakan masalah bersama yang harus diselesaikan secara global dan diikuti oleh semua aktor dalam hubungan internasional termasuk aktor internasional dan aktor negara di dalamnya. Maka peran dari organisasi internasional dalam mendorong aktor negara untuk menyelesaikan isu ini pun diperhitungkan. Sejatinya penulisan ini bertujuan untuk mengetahui peran International Labour Organization (ILO) yang menjadi aktor internasional dalam mendorong aktor negara untuk mengatasi isu kesenjangan upah berbasis gender di Indonesia ini, serta tanggapan dari Indonesia mengenai teguran dan cara bagaimana negara mengatasi permasalahan tersebut. Teori yang digunakan dalam penelitian ini adalah teori feminisme liberal sebagai pondasi atau sudut pandang penelitian dalam penulisan dan mengedepankan konsep-konsep mengenai budaya patriarki dan kesetaraan gender. Penelitian ini menggunakan metode komparatif-historis dan menggunakan pendekatan kualitatif. Hasil penelitian ini menjelaskan bahwa ILO telah membuat standar kebijakan internasional dan pertemuan tahunan untuk terus mengawasi isu ini, lalu negara Indonesia pun merespon positif teguran ILO dengan membuat kebijakan nasional, program Percepatan Pengarusutamaan Gender (PUG) melalui Perencanaan dan Pengangguran yang Responsif Gender (PRRG) dan penyuluhan bagi para pekerja perempuan./ The wage gap is one form of gender inequality that is still growing and developing today. The role of women as secondary breadwinners is also one of the reasons why this gender-based wage gap still persists throughout the world, including Indonesia. This issue is a common problem that must be resolved globally and followed by all actors in international relations, including international actors and state actors in it. So the role of international organizations in encouraging state actors to resolve this issue is also taken into account. In fact, this paper aims to find out the role of the International Labor Organization (ILO) as an international actor in encouraging state actors to address the issue of the gender-based wage gap in Indonesia, as well as responses from Indonesia regarding warnings and how the state can overcome these problems. The theory used in this research is liberal feminism theory as the foundation or research point of view in writing and puts forward the concepts of patriarchal culture and gender equality. This study uses a comparative-historical method and uses a qualitative approach. The results of this study explain that the ILO has made international policy standards and annual meetings to continue to monitor this issue. Indonesia’s government responded positively to the ILO's warning by making a national policy, the program for the Acceleration of Gender Mainstreaming through Gender Responsive Planning and Unemployment and counseling for women workers.
