Abstract

Keamanan manusia (human security) bukan lagi isu baru di dunia Hubungan Internasional (HI). Keamanan manusia ada yang berasal dari konflik eksternal seperti ancaman kekuatan militer dari negara lain dan ada dari konflik internal seperti situasi yang berdampak negatif kedalam kesejahteraan masyarakat. Ancaman dari konflik internal ini bisa meliputi pada isu sosial yang terjadi di dalam masyarakat. Namun, Negara Indonesia sudah bekerja sama dengan UNICEF untuk kepentingannya. UNICEF adalah suatu organisasi internasional yang bekerja sama dengan pemerintah untuk menangani isu sosial seperti melindungi kepentingan dasar anak, seperti memenuhi kebutuhan gizi anak. Penelitian ini dilakukan untuk memahami perkembangan permasalahan gizi buruk di Indonesia dan upaya serta tantangan UNICEF dalam bekerja sama dengan Indonesia untuk meminimalisiskan gizi buruk pada periode 2015-2019. Dalam upaya memaparkan hal tersebut, teori Neoliberalisme serta konsep kepentingan nasional, pemerintahan global, organisasi internasional dan interdependensi serta interconnectedness, penulis gunakan sebagai acuan dasar dari kerangka berfikir untuk melihat peranan UNICEF dalam penanganan masalah gizi buruk. Penelitian ini menggunakan metode kualitatif dengan merunjuk metode eksplanatori untuk bisa memaparkan upaya UNICEF. Pengumpulan data dalam penelitian dilakukan dengan penulusuran daring dan studi Pustaka. Dari data yang di dapatkan tersebut, penulis akan mengelompokkan dan dianalisis dengan Teknik naratif. Hasil penelitian dapat memperlihatkan secara jelas upaya yang UNICEF berikan seperti program kerja dan pendanaan untuk penanganan masalah gizi buruk dan tantangannya seperti pelaksanaan, pemantauan dan kebijakan yang berbeda di setiap daerah di Indonesia. Dengan demikian penelitian ini dapat menjawab pada tujuan penelitian penulis. / Human security is no longer a new issue in the world of International Relations (IR). Human security comes from external conflicts such as the threat of military power from other countries and internal conflicts such as situations that have a negative impact on people's welfare. Threats from this internal conflict can include social issues that occur in society. However, the State of Indonesia has cooperated with UNICEF for its interests. UNICEF is an international organization that works with governments to address social issues such as protecting the basic interests of children, such as meeting the nutritional needs of children. This research was conducted to understand the development of the problem of malnutrition in Indonesia and the efforts and challenges of UNICEF in collaborating with Indonesia to minimize malnutrition in the 2015-2019 period. In an effort to explain this, the theory of Neoliberalism as well as the concept of national interest, global governance, international organizations and interdependence and interdependence, as well as linkages, the authors use as the basis of the framework of thinking to see the role of UNICEF in dealing with the problem of malnutrition. This study uses a qualitative method by referring to the explanatory method to describe UNICEF's efforts. The data collection in the research was carried out using a daring search and library research. From the data obtained, the authors will classify and analyze with narrative techniques. The results of the research can be clearly explained by the efforts that UNICEF provides such as programs and funding for handling the problem of malnutrition and its challenges such as implementation, monitoring and policies in every region in Indonesia. Thus this research can answer the author's research objectives.
