Abstract

Keberadaan dari senjata nuklir seringkali dilihat sebagai sebuah ancaman bagi perdamaian dan keamanan dunia. Namun, berlawanan dengan stigma negatif yang sangat melekat terhadap senjata nuklir, terdapat pandangan alternatif yang berargumen bahwa senjata nuklir telah berperan sebagai instrumen dalam menjaga perdamaian dan keamanan dunia pasca era Perang Dunia II. Tujuan dari penelitian ini adalah untuk menghapus stigma negatif yang sangat melekat terhadap senjata nuklir dengan memberikan perspektif alternatif bahwa senjata nuklir telah berperan dalam menjaga keamanan dan perdamaian dunia dengan mencegah adanya konflik terbuka antara negara-negara besar. Penelitian ini menggunakan teori Neorealisme Defensif beserta empat konsep yaitu nuclear deterrence, keamanan, perdamaian dan sistem internasional sebagai landasan dari penelitian ini. Penelitian ini menggunakan pendekatan kualitatif dan metode studi kasus untuk menemukan korelasi antara pengaruh dari senjata nuklir dengan periode-periode tertentu yang mana terdapat absensi dari konflik bersenjata antara negara-negara besar. Penelitian ini menemukan bahwa keberadaan dari senjata nuklir telah berhasil dalam menghilangkan miskalkulasi sebagai salah satu faktor yang mendasari keputusan suatu negara untuk memulai perang dengan memberikan kepastian bahwa dalam situasi perang nuklir, tidak ada pihak yang menang. Menggunakan teknik analisis ilustratif untuk menginterpretasikan variabel dan indikator tertentu, penelitian ini juga menemukan bahwa efek deterrent yang dihasilkan dari senjata nuklir telah berkontribusi dalam memoderasi perilaku dan interaksi antara negara-negara besar dan mendorong terjadinya proses penyelesaian konflik antara negara-negara besar. Meskipun perdamaian yang kita tinggali saat kini masih belum sempurna. masyarakat dunia hidup di dunia yang relatif lebih damai yang mana tidak terdapat konflik bersenjata antara negara-negara besar jika dibandingkan dengan periode-periode sebelumnya dan senjata nuklir merupakan salah satu motor penggerak di balik perdamaian tersebut. / The existence of nuclear weapons is often seen as a threat to world peace and security. However, in contrast to the negative stigma attached to nuclear weapons, there is an alternative view which argues that nuclear weapons have played a role as an instrument in maintaining world peace and security in the post-World War II era. The purpose of this study is to remove the negative stigma attached to nuclear weapons by providing an alternative perspective that nuclear weapons have played a role in maintaining world security and peace by preventing open conflicts between major powers. This study uses the theory of Defensive Neorealism along with four major concepts, namely nuclear deterrence, security, peace and the international system as the basis of this research. This study uses qualitative approach and case study method to find the correlation between the effects of nuclear weapons and the absence of armed conflict between major powers within certain periode. This study finds that the existence of nuclear weapons has succeeded in eliminating miscalculation as one of the factors underlying a country's decision to start a war by providing certainty that in a nuclear war situation, neither side wins. Using illustrative analysis techniques to interpret certain variables and indicators, this study also finds that the concept of the deterrent effect resulting from nuclear weapons has contributed to the moderation of behavior and interactions between the big countries and encourage the process of conflict resolution between the big countries. Although the peace we live in today is still not perfect, the world community lives in a relatively more peaceful world where there is no armed conflict between major powers when compared to previous periods and nuclear weapons are one of the driving forces behind the creation of such peace.
