Abstract

The construction of hydropower dams in the Mekong River’s upper stream has had a serious impact on the lower stream countries' water and food security. The development of hydroelectric dams in China's upper stream river, Lancang, which is part of the country's territory, is critical as a sustainable alternative power source for the country's rising population. The research’s objective is to determine the impact of hydropower dams on lower riparian countries' water and food security. Neoliberalism was applied in this research, along with the concepts of Intergovernmental Organization and Non- Traditional Security. In addition, for the purpose of writing this thesis, this research uses a qualitative approach with a case-study research method. The findings revealed that China's construction of hydropower dams has disrupted the natural flow of the Mekong streams, causing a negative impact on the lower stream countries' water resources, threatening the water and food security of the lower riparian states. This causes the lower riparian states to complain about China's development of hydropower dams, prompting them to form an alliance by forming an intergovernmental organization with the prime objective of preventing and mitigating any conflicts stemming from the usage of the Mekong River's shared transboundary water resources. / Pembangunan bendungan pembangkit listrik tenaga air di hulu sungai Mekong memiliki dampak serius terhadap ketahanan air dan keselamatan pangan di negara- negara hilir. Pembangunan bendungan pembangkit listrik tenaga air di bagian hulu Tiongkok, Lancang, yang merupakan bagian dari wilayah negara tersebut, sangat penting sebagai sumber listrik alternatif yang berkelanjutan bagi populasi negaranya yang terus meningkat. Tujuan penelitian ini adalah untuk menemukan dampak bendungan pembangkit listrik tenaga air terhadap ketahanan air dan keselamatan pangan negara-negara hilir. Neoliberalisme diterapkan dalam penelitian ini, bersamaan dengan konsep Organisasi Antar Pemerintah dan Keamanan Non-Tradisional. Selain itu, untuk tujuan penulisan dan penelitian skripsi ini, digunakan pendekatan kualitatif dengan metode penelitian studi kasus. Hasil penelitian menemukan bahwa pembangunan bendungan pembangkit listrik tenaga air Tiongkok telah mengganggu aliran alami sungai Mekong, yang menyebabkan dampak-dampak negatif pada sumber daya air di negara-negara hilir, dan mengancam keamanan air dan keselamatan pangan negara-negara hilir. Hal ini menyebabkan negara-negara di hilir mengeluhkan tentang pembangunan bendungan pembangkit listrik tenaga air di Tiongkok, sehingga mendorong mereka untuk membentuk aliansi dengan membentuk organisasi antar pemerintah dengan tujuan utama untuk mencegah dan mengurangi konflik yang diakibatkan dari penggunaan sumber daya air lintas batas bersama di sungai Mekong.
