Abstract

Peristiwa Arab Spring merupakan peristiwa yang menyebabkan banyak orangterpaksa menjadi pengungsi untuk mencari perlindungan di negara lain khususnya di wilayah Eropa. Jerman sebagai negara anggota Uni Eropa pun membuat kebijakan Open Door Policy sebagai bentuk penerimaan atas pengungsi, disaat negara anggota lainnya menutup perbatasannya. Alasan Jerman membuka perbatasannya ialah demi menegakkan HAM terhadap para pengungsi, namun dibalik itu semua terdapat alasan-alasan lain yang menjurus kepada kepentingan nasional Jerman. Penelitian ini dilakukan dengan teori realisme neo klasik dan menggunakan konsep kebijakan luar negeri, kepentingan nasional dan kepemimpinan sebagai pendukung. Penelitian yang sudah dilakukan menunjukkan bahwa Jerman memiliki alasan lain dibalik keprihatinannya terhadap hak asasi manusia terhadap pengungsi. Kebijakan yang diimplementasikan Jerman antara lain memiliki maksud untuk tetap menjadikan Jerman sebagai negara yang kuat dan dipandang oleh negara lain dan juga Jerman ingin memperbaiki citranya di mata internasional akibat peristiwa masa lalu kelam yang pernah terjadi di Jerman. Selain itu Jerman merasa bahwa pengungsi bukanlah suatu ancaman bagi jerman melainkan sebuah keuntungan yang dapat mendongkrak demografi serta ekonomi Jerman./ The Arab Spring incident was an event that forced many people to become refugees to seek refuge in other countries, especially in the European region. Germany as a member country of the European Union also made an Open Door Policy as a form of acceptance of refugees, while other member countries closed their borders. The reason Germany opened its borders was to uphold the human rights of refugees, but behind it all there were other reasons that led to Germany's national interest. This research was conducted with neo classical realism theory and used the concepts of foreign policy, national interest and leadership as supporters. Research has shown that Germany has other reasons behind its concern for the human rights of refugees. The policies implemented by Germany, among others, have the intention to keep Germany as a strong country and are seen by other countries and also Germany wants to improve its image in the eyes of the international community due to the dark past events that have occurred in Germany. In addition, Germany felt that refugees were not a threat to Germany, but an advantage that could boost Germany's demography and economy.
