Abstract
IUU fishing rawan terjadi di Indonesia. Batas laut Indonesia yang berbatasan langsung dengan laut lepas belum terlindungi dengan baik, seperti yang terjadi di Laut Arafura. Karenanya Indonesia membentuk berbagai kerjasama dengan negara lain dengan tujuan mengurangi tindak kejahatan IUU fishing. Salah satunya yaitu dibentuknya kerjasama multilateral yang diinisiasi dengan Australia, yaitu RPOA. Bersama 10 negara ASEAN, RPOA ditandatangani pada 2007 sebagai salah satu upaya untuk menjaga keamanan laut. Penelitian ini dilakukan untuk mengetahui RPOA sebagai jawaban permasalahan IUU fishing di Laut Arafura dan efektivitasnya RPOA di Laut Arafura. Teori neoliberalisme serta konsep kepentingan nasional, kebijakan luar negeri, serta smart power digunakan untuk menjadi dasar kerangka penelitian ini. Pendekatan yang dilakukan dari penelitian ini yaitu kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara dengan dua narasumber serta menggunakan studi pustaka. Hasil penelitian menunjukkan bahwa RPOA belum menjadi jawaban dari permasalahan IUU fishing yang terjadi di Laut Arafura karena masih banyak terjadi kejahatan tersebut khususnya di Laut Arafura hingga Indonesia mengalami kerugian yang sangat besar dan nyata dari sektor perikanannya serta belum efektifnya RPOA di Laut Arafura karena pengimplementasiannya yang belum menyeluruh./ IUU fishing is prone to occur in Indonesia. Indonesia's maritime boundaries, which are directly adjacent to the high seas, have not been well protected, as happened in the Arafura Sea. Therefore, Indonesia has formed various collaborations with other countries with the aim of reducing IUU fishing crimes. One of them is the establishment of a multilateral cooperation initiated with Australia, namely the RPOA. Together with 10 ASEAN countries, the RPOA was signed in 2007 as an effort to maintain maritime security. This research was conducted to find out the RPOA as an answer to the problem of IUU fishing in the Arafura Sea and the effectiveness of RPOA in the Arafura Sea. The theory of neoliberalim and the concepts of national interest, foreign policy, and smart power are used as the basis for this research framework. The approach taken by this research is qualitative with a descriptive method. Data were collected through interviews with two sources and using literature studies. The results show that the RPOA has not been the answer to the IUU fishing problem that occurred in the Arafura Sea because there are still many crimes occurring, especially in the Arafura Sea until Indonesia has experienced very large and real losses melalui its fisheries sector and the RPOA has not been effective in the Arafura Sea because of its implementation that has not been implemented.
