Abstract

Pada 2016, pemerintah Inggris mengejutkan dunia internasional dengan fenomena keluarnya Inggris dari Uni Eropa, yang dikenal sebagai kebijakan Brexit. Hal ini menjadi titik balik bagi pemerintah Inggris untuk mereformasi kebijakan luar negerinya sebagai strategi memetakan posisinya di lingkup internasional. Melalui “Inggris Global”, sifat dasar Inggris sebagai hegemon ingin mencari mitra baru yang dapat mencapai kepentingan dan mendukung kekuatannya, dimana Inggris menekankan fokusnya pada wilayah Indo-Pasifik, khususnya Asia. Oleh sebab itu, penelitian ini menyoroti dua permasalahan, yaitu implikasi Brexit terhadap kebijakan luar negeri Inggris untuk ASEAN, dan alasan yang melatarbelakangi Inggris dalam menekankan fokusnya ke Asia, khususnya ASEAN pasca Brexit. Dengan menggunakan metode kualitatif, kerangka berpikir neorealisme, dan konsep kebijakan luar negeri, regionalisme, dan geopolitik yang penulis gunakan sebagai dasar dari kerangka berfikir untuk memahami implikasi Brexit terhadap kebijakan luar negeri Inggris untuk ASEAN. Penelitian ini menyorot beberapa temuan, salah satunya lahirnya kebijakan luar negeri baru Inggris yang lebih menekankan hubungannya dengan ASEAN, melalui adanya misi diplomatik “Misi Inggris untuk ASEAN” dan diangkatnya Duta Besar Inggris untuk ASEAN Jon Lambe. Sejumlah inisiatif kerja sama baru di bidang pertahanan keamanan dan ekonomi juga termasuk, seperti meningkatkan pengaruh FPDA dan kehadiran Royal Navy di kawasan Laut Cina Selatan. Aksi pivotal Inggris ke kawasan Asia dikarenakan Inggris ingin mencari sekutu baru yaitu negara Commonwealth yang terlibat di kawasan Indo-Pasifik, seperti Australia, India, serta ASEAN. Pemilihan fokus wilayah ini dinilai karena negara koloni tersebut merupakan aktor vital dalam kerangka geopolitik Indo-Pasifik dan memiliki kapabilitas kekuasaan dan ekonomi yang kuat. / In 2016, the British government shocked the international community with the phenomenon of Britain’s exit from the European Union, known as the Brexit policy. These became a turning point dor the British government to reform its foreign policy as a strategy to map its position in the international sphere. Through “Global Britain”, Britain's nature as a hegemon wants to find new partners who can achieve its interests and support its strengths, where Britain focuses on the Indo-Pacific region, especially Asia. Therefore, this study highlights two problems, specifically the implications of Brexit for for Britain’s foreign policy toward ASEAN, and the motive behind British emphasizing its post-Brexit focus on Asia, especially ASEAN. According to qualitative methods, the theory of Neorealism, and the concepts of foreign policy, regionalism, and geopolitics that the author uses as the basis of the framework to understand the implications of Brexit for Britain’s foreign policy toward ASEAN. This study highlights several findings, one of which is the emergence of a new Britain’s foreign policy that emphasizes its relationship with ASEAN, through the diplomatic mission “The UK Mission to ASEAN” and the appointment of the UK Ambassador to ASEAN Jon Lambe. Several new cooperative inisiatives in the field of defense, security, and economy are also included, such as increasing the influence of the FPDA and the presence of the Royal Navy in the South China Sea. Britain's pivotal action to the Asian region was because Britain wanted to find new allies, namely Commonwealth countries involved in the Indo-Pacific region, such as Australia, India, and ASEAN. The choice of this regional focus was assessed because the colony was a vital actor in the Indo-Pacific geopolitical framework and had strong power and economic capabilities.
