Abstract

Kepentingan negara dapat dipengaruhi oleh letak geografis suatu negara. Hal ini tercermin dari doktrin poros maritim dunia oleh Presiden Joko Widodo sebagai bentuk memaksimalkan kemaritiman Indonesia. Perluasan kerja sama maritim ke negara kawasan indo-pasifik yang dimana memerlukan kerja sama demi mencapai kepentingan bersama. Ambisi ekspansi tersebut secara langsung berkaitan dengan Australia yang melihat kawasan Indo-Pasifik sebagai strategi utama dalam ekonomi. Maka dari itu Indonesia dan Australia sepakat untuk menjalin kerja sama dalam bidang maritim. Kerja sama tersebut berupa Indonesia-Australia Joint Declaration on Maritime Cooperation pada tahun 2017 sebagai bentuk komitmen memperluas kerja sama maritim. Bentuk implementasi deklarasi bersama tertuang dalam Maritime Plan of Action pada tahun 2018 yang memiliki 9 pilar utama. Adapun data yang disajikan dalam penelitian ini diperoleh dari data sekunder berupa studi kepustakaan, dan penelusuran daring berupa jurnal akademisi dan laman resmi pemerintah Indonesia dan Australia. Penulis menjelaskan dengan menggunakan teknik analisis naratif guna membantu mendeskripsikan rangkaian kerja sama secara terperinci. Dari hasil penelitian dapat terlihat bahwa implementasi dari Maritime Plan of Action sebagian besar telah terlaksana dengan baik sesuai dengan tujuan dari masing-masing untuk meningkatkan kemaritiman, dan ekonomi biru yang berkelanjutan. / State interests can be influenced by the geographical location of a country. This is from the doctrine of the world maritime axis by President Joko Widodo as a form of maximizing Indonesian maritime affairs. Expansion of maritime cooperation to countries in the Indo-Pacific region that require cooperation to achieve common interests. The ambition for expansion is directly related to Australia, which sees the Indo-Pacific region as a major strategic part of the economy. Therefore, Indonesia and Australia are interested in establishing cooperation in maritime affairs. The cooperation was in the form of the Indonesia-Australia Joint Declaration on Maritime Cooperation in 2017 as a form of commitment to expanding maritime cooperation. The form of joint implementation is contained in the Maritime Plan of Action in 2018 which has 9 main pillars. The data presented in this study were obtained from secondary data in the form of literature studies, and daring searches in the form of scientific journals and the official websites of the Indonesian and Australian governments. The author explains using narrative analysis technique to help describe the series of collaborations in detail. From the research results, it can be seen that the implementation of the Maritime Plan of Action has mostly been carried out well in accordance with their respective objectives to improve maritime and a sustainable blue economy.
