Abstract

Penelitian ini akan menjelaskan peran yang dilakukan oleh pemerintah Indonesia dan Jepang dalam menghidupkan kembali kerangka kerja sama di bawah Economic Partnership Agreement (EPA) dan melihat dampak langsung untuk sektor industri di Indonesia. Penelitian ini akan berfokus pada komitmen Jepang dalam peningkatan daya saing industri Indonesia. Penelitian ini menggunakan pendekatan kualitatif, dengan metode penelitian menggunakan deskriptif, kemudian untuk teknik pengumpulan data berupa buku, jurnal, dan data yang diperoleh dari halaman website terpercaya, serta dalam menganalisis data akan menggunakan analisis naratif dan analisis komparatif. Hasil penelitian ini menjelaskan bahwa peran pemerintah kedua negara belum efektif dalam mengimplementasikan kerangka kerja sama. Komitmen Jepang dalam merealisasikan kegiatan pada program Manufacturing Industry Development Center (MIDEC) untuk meningkatkan daya saing industri di Indonesia belum mencapai target yang diharapkan. Penelitian ini bertujuan mengetahui dan menjelaskan dampak yang akan ditimbulkan dari kerja sama bilateral yang dijalin oleh Indonesia serta mempelajari kegagalan dalam merealisasikannya untuk memahami manajemen penyelesaian yang lebih baik dalam mengatasi permasalahan yang dapat terjadi di masa depan. Penelitian ini menyorot terhadap empat sektor industri yang meliputi otomotif, elektronik, baja, makanan dan minuman, keempat sektor industri tersebut diproyeksi menjadi sektor andalan pertumbuhan ekonomi nasional. Dengan menerapkan teori Neoliberalisme dan penggunaan konsep-konsep yang meliputi keunggulan komparatif, kepentingan nasional dan diplomasi ekonomi, penelitian ini mengungkapkan bahwa revitalisasi terhadap Indonesia-Japan Economic Partnership Agreement (IJEPA) tetap tidak memberi dampak signifikan bagi sektor industri di Indonesia./ This study will explain the role of the governments of Indonesia and Japan in reviving the framework of cooperation under the Economic Partnership Agreement (EPA) and observe the direct impact on the industrial sector in Indonesia. This research will focus on Japan's commitment in increasing the competitiveness of Indonesian industry. This study uses a qualitative approach, the research methods using descriptive, then for data collection obtained from books, journals, and trusted websites. The data will be analyze with narrative and comparative analysis. The results of this study explain that the role of the governments of the two countries has not been effective in implementing the cooperation framework. Japan's commitment in realizing activities in the Manufacturing Industry Development Center (MIDEC) program to improve industrial competitiveness in Indonesia has not reached the expected target. This study aims to explain the impact that will be caused by bilateral cooperation established by Indonesia and to study the failure of its implications to understand better settlement management in overcoming problems that may occur in the future. This study highlights four industrial sectors that include automotive, electronics, steel, food and beverage, all four industrial sectors are projected to be the mainstay sectors of national economic growth. By applying the theory of Neoliberalism and the use of concepts that include comparative advantage, national interests and economic diplomacy, this study reveals that the revitalization of the Indonesia-Japan Economic Partnership Agreement (IJEPA) still does not have a significant impact on the industrial sector in Indonesia.
