Abstract

Even though Europe has enjoyed numerous benefits from the establishment of the European Union as well as the Schengen Area, the policies and systems in place would be put into a test when the European Refugee Crisis of 2015 – 2016 took place where hundreds of thousands of refugees flooded the European border in hopes to seek a better life within the border, this was caused by the rampant persecution, assault, and certain death due to the conflict within their home countries. This refugee crisis has caused a widespread concern between the European Union member states, they were concerned due to the risk that this crisis posed to the existence of the European Union as well as the Schengen Area, in response to this they pressured the European Union to take actions in regards towards this crisis. This research aims to showcase the effects of how identities and interest of the European Union can dictate the policies and actions taken by the European Union in an attempt to bring the refugee crisis to a close that threatens the European Union as a whole, aside from that, this research also delves into the state level application of said policies, with Germany as the main focus of this research and how Germany as the member state of the European Union can reflect their identity as one in their state level application of these policies. This research uses constructivist perspective to see the connection between identity, interest and actors and their impact in decision making and the actions they produced. This research is descriptive research which is combined with the qualitative approach. / Meskipun Eropa telah menikmati banyak manfaat dari pembentukan Uni Eropa serta Wilayah Schengen, kebijakan dan sistem yang ada akan diuji ketika Krisis Pengungsi Eropa 2015 – 2016 terjadi di mana ratusan ribu pengungsi membanjiri perbatasan Eropa dengan harapan untuk mencari kehidupan yang lebih baik di perbatasan, hal ini disebabkan oleh maraknya penganiayaan, penyerangan, dan kematian tertentu akibat konflik di negara asal mereka. Krisis pengungsi ini telah menimbulkan kekhawatiran yang meluas di antara negara-negara anggota Uni Eropa, mereka khawatir karena risiko yang ditimbulkan krisis ini terhadap keberadaan Uni Eropa serta Wilayah Schengen, untuk menanggapi hal ini mereka menekan Uni Eropa untuk mengambil tindakan sehubungan dengan krisis ini. Penelitian ini bertujuan untuk menunjukkan efek bagaimana identitas dan kepentingan Uni Eropa dapat mendikte kebijakan dan tindakan yang diambil oleh Uni Eropa dalam upaya untuk mengakhiri krisis pengungsi yang mengancam Uni Eropa secara keseluruhan, selain itu, penelitian ini juga menggali penerapan kebijakan tersebut di tingkat negara bagian, dengan Jerman sebagai fokus utama penelitian ini dan bagaimana Jerman sebagai negara anggota Uni Eropa dapat mencerminkan identitas mereka sebagai salah satu dalam penerapan kebijakan tersebut di tingkat negara bagian. Penelitian ini menggunakan perspektif konstruktivis untuk melihat hubungan antara identitas, kepentingan dan aktor serta dampaknya dalam pengambilan keputusan dan tindakan yang mereka hasilkan. Penelitian ini merupakan penelitian deskriptif yang dipadukan dengan pendekatan kualitatif.
